Skilled as Jon Snow definitely. He already defeated a Thenn boss, a White Walker and Karl "The Legend" Tanner in single combats, and is probably going to beat Ramsey in S6. If he is in ideal condition, with the best affordable weapons and protection, I say he has a nice chance of success. But Gregor has so great power, that he only has to land 1 or maybe 2 successful strikes to incapacitate his opponent. I don't remmeber how fast Jaime was, but I don't think he was near Oberyn level.
My bet would go on the big guy I guess. I hope Sir Phatasm will give an answer to this question!

I think he would need to cheat or have a trump card like Oberyn's poisoned spear. Maybe keep a wildfire jar handy and keep enough distance to throw it on him when he gets close enough, as not even a wildfire sword would be enough - the Mountain has boiled leather ON TOP of armour; using a wildfire sword if you're not a big, strong guy like The Hound will be your death; you'll pull an Oberyn - he'll kill you by the time he dies.

Yeah everyone always says Barristan or Dayne, but I feel Jaime is underrated in these comparisons because of his arrogant attitude and Kingslayer reputation. Also he didn't have the opportunities to prove his skills in actual combat like Barry and Arthur did, Jaime clearly didn't care about tournaments all that much and still managed to win some. He kills at least a dozen northern soldiers by himself before he gets captured by Robb, and that's basically all we've seen of him (and probably will too, since he lost his hand). Jaime will never have the legendary status like Dayne or Selmy, it's similiar to why Argentina considers Maradona to be their best football player ever, although Messi is clearly superior. Maybe it's more of a personal preference of mine and not strictly based on ASOIAF lore, but I feel like prime Jaime beating prime Selmy is just as likely as the opposite. And both would beat Dayne if he didn't have his anime katana.
