Put it this way: When everyone read the comics, they hated Negan from the minute he bashed Glenn's brains out. The hatred was there and it never left even when he ultimately won out psychologically over Rick and the two became unwilling buddies.
In the series though, Negan and his men have been unable to do anything outrageous without having their asses handed to them by Rick's crew the second they try something. The common plebs watching the series have no reason to be REALLY FUCKING FURIOUS at Negan, he's done nothing wrong thus far. What better way to make EVERYONE hate Negan than have Lucille skullfuck Daryl?
Any of the non adult male characters (Carol, Maggie, Michonne, Carl etc.) are all out of the picture. Negan has that honor code that I presume has been carried over from the comics. That wipes a great proportion of the cast out.
Rick's the main character, you can't really do that to him (though he deserves it after turning into a pussy once Shane was out the way, leaving Daryl to take the role of Alpha)
Gabriel isn't and will never be a respected character. He's durable, but hasn't been around long enough and doesn't like to be the instigator.
Jesus has been around even shorter and isn't part of the Alexandria group. It's even less likely that Negan will slaughter any one of the other Hilltop colonists, we hardly know who the hell they even are.
A few people care for Morgan but the grand majority don't. He's a fucking idiot that lost his mind and filled in the gaps with Eastman's feces. No-one will really give a shit if Negan kills him.
Glenn has already had enough brushes with death. If they kill him off even though he was the designated kill that's just piss-poor writing (even more than usual) and will almost certainly lead to a cancellation.
The ONLY other option aside from Daryl is Abraham. His death would certainly sting, but we've seen it coming for a while now. He just randomly breaks down for no reason as he stares the Reaper in the face before nudging him away one more time. Not only that, Denise took his death away from him, sparing him in the same manner as Glenn.
The only option, as much as I hate to say it, is Daryl. They're gonna fucking kill him. It'll happen. I'm sorry guys. Pray I'm wrong but there's nothing else left. He's the only logical choice with everyone else filtered out.
