One of the good things about the Modernized Technocratic Model (MTM) advocated on this board is that the system of governance is scalable. Because of this the only real difference between a MTM Technate the size of a small commune and a MTM Technate that spans the galaxy is the number of committees that make up the government. Because of this scalability, it would take quite an apocalyptic event to destroy the governmental cohesion of an entrenched MTM Technate.

Our entire civilization is build upon cooperation. If it were not, then we would still be hunter gathers in Africa.
Every single form of complex, organized government requires some level of inter-cooperation between it's citizens. Technocracy is no different in this area.

MTM Technocracy operates on a Utilitarian morality system.

This revolt would decrease the happiness of both the people in areas occupied by it and of the Technate as a whole (by diverting resources away from the greater Technate and towards this revolt specifically).
Because of this, the only ethically correct decision would be whatever ends the revolt the quickest, without damaging the Technate as a whole.

Those that wish to damage the whole with their own selfishness, do so with great peril.

When I meant refusal to cooperate I meant refusal to cooperate with the established government and related systems, for whatever private reason people may choose to, but you already gave an answer on what the response would be for their actions.
