The problem with a lot of shit that Todd says is that he focuses too much on little details.
Things like in Fallout 4: "we recorded over 13,000 popular names for this character to say." He says your name once or twice during the intro, and then calls you "mum" or "sir" from then on. He always seems like he wants to add the sort of things where you'd go "Oh, neat" and then never give a fuck ever again.
I think the biggest lie was that they moved to a new engine for Skyrim, when they clearly didn't. Honestly, I think they're still limping along on the Morrowind engine with only very minor improvements (how exactly are people doing in-depth modding before GECK is even out? Simple: they're using tools from other Bethesda games).
Honestly, they own IdTech now, why not just make their next RPG with that? They'll be able to make even more bullshit you won't care about.

That's not to say it wouldn't be popular, if they gave the modding community an SDK they'd be familiar with then I don't think it would take that long. Modders who have been working since Oblivion would probably have a hard time, but again it could be pretty easy if you just provide a powerful enough SDK.
