You now need to check the maximum resolution your monitor can handle. You can check it by right clicking in the desktop, screen resolution and checking the max value.
Then you need GeDoSaTo and in the settings input that value as the resolution, the game will automatically choose the highest resolution and GeDoSaTo should downsample it properly.

I downloaded GeDoSaTo and added the game to the whitelist. Set up the config files like you did except for my 1920x1080. Removed my Hyperresolution Neptunia patch. Set up DSR in Nvidia Control Panel.
Still looks blurry as shit.
One thing I tried was to turn Hyperresolution Neptunia's resolution up to 4x my native, but all that did was heat up my video card incredibly with no visible difference. In-game, the settings only go up to 1920x1080, if that matters.

Make sure you're in Fullscreen mode as well, not windowed or borderless. You'll know if it works if there's a small black bar on the top of the screen saying it's downsampling then promptly goes away.

You're right in that aspect. However, nothing stops them to do so for two reasons.
First, they're fictional characters, and as long as they keep it at fictional characters, they won't get at real people (something Japan has proved well, with all their more lax sexuality and low rate of pedophiles compared to the rest of the world)
Second, because nothing stops them from loving the character, and thus from upping the character's age to a legal point. We have already Yellow Heart for Peashy, and older versions for Rom and Ram, so there can be a focus on these that won't verge on the sexual abuse of kids.
