people always bring up fun as an argument for a video game which is ridiculous because fun is subjective. I feel like they use the term in order to describe a game that brings happiness or empowerment or a good feeling to them. Video games can do more than just give us that kind of game and that shouldn't be the measure of quality for that game.
Take Silent hill 2, it gives a sense of dread and has terrible combat but has an amazing story, symbolism, and atmosphere to it which makes it an amazing game. It wouldn't be described as fun it would be engaging because of the experience with the story.
What are other examples that don't fit the bill of "fun" and continue to engage people

city builders are enjoyable, but I hesitate to call micromanagament and organizational difficulties "fun".

I personally think; as you said, fun is a subjective term. I had fun with Silent Hill 2 because I love disturbing psychological horror and whatnot. Similarly I had a lot of fun and intrigue with Pathologic even though you could argue that game is the antithesis of conventional 'fun'.
