Quite some countries have the civil flag plain (without), and state/government defaced with the coat of arms.

It's not a Coat of Arms, it's a National Symbol. Star of Issar/Samas is more qualifying as such rather, but they have no official CoA.

Second pic is closest to their actual CoA in use, but I can't find it in better version and it have wrong colouration.

I know it's not really used by anyone except a few people online but it's still worth being included because it's literally muh oppression tier not to include it. :^)
