You don't even have to think about some potential evil empire. No Borg, Feds get btfo hard and fast by the Dominion. The only reason there was a significant buildup in time for the Dominion War was because Feds got woken up from their peace-induced stupor by Q and the Borg. Because of the Prophets, The Sisko would still have happened, still opened the wormhole, and still exposed the AQ to the Dominion; the only thing that would have been different would be that Jennifer would still be alive (and maybe not even then, because muh destiny).

Well, that is because the MU guys don't want Prime universe guys to win the Iconians in a way that would leave them strong, instead, they sought a way to weaken the alliance in prime universe, first by infiltrating their own temporal agents inside the Krenim research lab, posing as their prime universe counter parts, sabotaging the research and re-coding the simulations so each time it would give them a worse than bad result in the end.
Then when the Iconians were finally attacking Earth itself, one of these Mirror operatives, posing as a prominent captain in Federation forces, was sent to the past where he then allowed the Iconians to survive, and bought a way for a peace of sorts.
After all, it takes less war potential to conquer weakened alliance of three or more nations, than it would have to take on the Iconians of the Prime universe.

Remember that one patrol mission where you fly around Deferi space and encounter a Breen patrol, stop them and check them for anything illegal, discover some Deferi passengers and manage to get them to relinquish them?

these were just mission rewards, which…. well, obviously I can't check right now, but off the top of my head they were both T6 ships. I think one was a pilot ship and the other might've been a command ship.
if you consider the maintenance time on a T6 ship, which as far as I can tell doesn't care whether it's a 15 minute mission or a 20 hour one, one-time-use ships are going to be extremely valuable.
and if I got two of them off a crit at T0 in a campaign, I wouldn't be surprised if ships are the prisoners and colonists of the admiralty system. (although you can get prisoner and colonist doffs from admiralty missions too).
