I am interested in making a VN about Three Kingdoms era. The scriptwriters are ready and I have an expert about warfare.

But alas, I have no artist.

My VN is about Three Kingdoms era following the story of Cao Cao and changes the outcome of the history for a greater good.

Detail wise, the main character aka you will be replacing Guo Jia. Your story starts from you thrown into Three Kingdoms era at the Yellow Turban Rebellion.
The VN has a "Points Per Choice" system in which oftenly you will be forced to select one from five choices. Each choices has a "Strategical Points" from 2 to -2. Getting -2 will instantly throw you into Bad End.
This points will be relevant at last arc in which the more point you have, the more choices you can choose at the final arc to acquire Best Ending.

Yeah. Don't worry about artists yet. You probably want to have the first draft of all of your writing at least 80% complete if not 100% before you recruit any other talent, especially illustrators or musicians. These people already have reason enough to be wary of putting their talent or skill and effort into the kinds of projects that go poof. If you can pay for their work, it's a different story, but even then, I would still strongly recommend you have your script drafted before recruiting or hiring anyone.

I know it seems like a whole hell of a lot to do, but writing takes much, much longer than any other asset in a VN. It's a lot of front-loaded work for the writer, but that's just the way it is. You don't need an artist, and it's probably better not to have one, before the draft is complete and you can enter into the proper production stage of development.

If you absolutely have to use sounds and images in order to test your game engine, make and use placeholders yourself. Delay with all your might until you are absolutely ready to bring the rest of the talent onto your team.

This. Write your game first, use shitty placeholder art (possibly using posed models from Dynasty Warriors or some other Rot3K game?) in the meantime, then have an artist do everything once you've got a lot done.

Koei wiki has all of them. The art in the Rot3K games were used in squares next to the text, and there's loads of DW vectors around so OP can use either.

Also the idea is pretty neat. I think the only Rot3K VN I've seen is the one where everybody's a little girl.
