No, set the Mode:Copy in video and audio tabs and only cut the time. This is instantly, so you can do a lot of trial&error until find a size who is under 8MB.
MP4 is only a extension, the video have to be encoded in the format 8chan accepts.

For MP4, only AVC/H.264 with AAC. For webm, all of them.

Set Mode:Copy in video tab and convert only the audio to AAC, Bitrate:128 is actually overkill to AAC, to porn 64 is good enough, but better safe than sorry.

ANOTHER THINGS I FORGOT ABOUT COVERTING TO WEBM:
-Set the Quality to Good, "Real-Time" is slow as hell and "Fast" is bad.
-Set the bitrate and maximum bitrate to the same number, because most of time it will use the max bitrate.
-Opus(audio codec) is prone to error, use Vorbis. VP9 is impossibly slow.
