VP8 is good because of fast encoding times but VP9 is good for low file sizes but it has significantly slower encoding times. I usually only use VP9 if it's a longer video. (over 2 minutes)

Vorbis is usually good. If you want really high sound quality use Opus. (Music webm)

Youve gotta specify the min and max crf with -qmin and -qmax because the default values are really low. Also look into setting the video nitrate with -b:v

Like >>174 said, the only restriction is the 8MB file size that hotwheels puts on 8chan. Though after around 3 minutes the quality starts getting really bad because you have to compress it a lot to keep it under 8MB.
