If you're asking performance-wise. Yes, the $80 are worth it.
But just fyi, one thing people tend to not pay attention to is the Power Supply. Get a good quality one, a good brand. It doesn't mean to get one with more Ws, just a good quality one. a 970 should do ok with a 600w one. But couldn't hurt to go to a 650W if you like to overclock. You won't need a 700W one if you don't plan to do SLI.

Do you really need a $100 keyboard? It seems nice but still, you can get a membrane keyboard for like $5 and the difference won't be that noticeable. Also, you can pirate Windows 7 and customize it to make it look like 8.1, Windows 10 is coming out soon and paying for 8.1 now may be a mistake. Other than that it's a great build. Far better than the builds you were considering before.

I don't know the specs of each card but it's probably more than worth it, yeah. Usually the latest generation of GPUs is quite a bit better than the previous one. If you're unsure you can look up benchmarks though.

Just get a decent mechnical keyboard with cherry mx switches and you're golden for years. Make sure it has decent anti-ghosting. I use this thing, I think I got it for about $50. Been using it daily for almost 4 years, make sure you clean it out every now and then and mechanicals will last you ages and type like a breeze.
