I think there has been much to establish, especially in this season, that Peggy has kind of reached a point in her career where she's somewhat similar to where Don was in season 1. Also there's been a lot to establish that Sally bears much characteristics with Don; she's a smoker at a young age, she seems a little bit flirty (staring at that one boy's ass, checking out the other kid and then randomly kissing his brother), she feels she has to show a different face to everyone she meets. The relationship between Sally and Don has become so important to the show to me, it's like Sally and Peggy are two of the only people Don really cares about. Even Megan seems to mostly be there to satiate him, he hardly seems to have much emotional connection with her as things are.
Also, they both hate Betty!
