I've read the 990's sound is a bit weak especially on highs. For $160 that sounds great. You'll need a sound card at the minimum for them though.

Ideally if you want to drive them to perfect levels you'll need both depending on the impedance you get.

My sound card is getting pretty shit these days. I need a new one. I'd recommend nearly any sound card by ASUS. The Xonar Essence ST/STX is primarily what I would still buy.

The DT 770's aren't meant to be very bass heavy. Check out some reviews on head-fi if to see what others say. It's been a while. I'm currently using some AKG K702's with a HA-160 Burson amp. Swap betweening the 702's and my DT880's depending on what i'm listening to or doing.

To drive them well you could easily just buy a cheapish portable fiiO preamp that would work with a sound card; xonar dx and that combo might work. Though I recall lots of people saying valve amps pair especially well with the beyer line.
