C.C. is an immortal "witch" from the series Code Geass. She makes a contract with the protagonist and bestows upon him the power of "Geass", which manifests differently for everyone but in his case as the "Power of Kings," allowing him to control others to an extent provided he makes eye contact, given the proper conditions. He can't do it to the same person more than once. She essentially becomes his sarcastic, teasing mentor/confidante type person.
It's a mecha/"mindgame" (think Death Note) kind of anime. Takes place in an alternate universe Japan which is one of the areas of the world occupied by the British Empire (aka Britannia, which still exists in modern times as a result of the American Revolution being quashed). Japan is zone 11, so the Japanese are humorously referred to by the derogatory term "11s". It's a pretty entertaining show with lots of "JUST AS PLANNED" moments and chess as a metaphor for warfare/general strategy. Season 2 was amazing to watch weekly along with /a/ because it goes absolutely batshit insane and becomes a ridiculously entertaining trainwreck.
Oh and the show is sponsored by Pizza Hut in the first season so C.C. is pretty regularly ordering Pizza Hut. She's sometimes called "Pizza Witch". She is also well endowed in the ass region so this has resulted in the humorous fan nickname of pizzabutt.
I would have to watch Code Geass again which I doubt I'll ever do, but I'm pretty sure she's a contender for my one true 2D waifu.
