okay heres what you do faget
1)download one of these http://www.xmedia-recode.de/download.html

2)install

3)open software its called xmedia recode
set output format to webm

4)click open file select your video select filters and preview tab you can edit the video length and stuff here if you want

5)go to queue next to custom set to ten

6)click the video tab select codec set to vp9 press the blue box next to variable bit rate make sure the file is below 8 mb shown on the green bar adjust file and % of media size then hit ok

7)set cpus used to the amount of cpus you have to maximise render speed

8) hit add to at the top bar then hit encode and itll render it it should appear in videos by default

Just use ffmpeg (or avconv if you use Ubuntu). There should be a sticky explaining this shit.

If you're are no good with command-line tools just use a graphical front-end that uses these tools, like AviDemux. It's mostly just a matter of figuring out the right settings for your video to get the optimal size/quality.

and

ffmpeg -i input.mp4 -c:a libvorbis -q:a 3 -c:v libvpx -pass:v 1 -b:v 1M -auto-alt-ref:v 1 -lag-in-frames:v 16 -keyint_min:v 0 -g 360 -cpu-used:v 0 -quality:v good -pass:v 2 output.webm

You can also use "-ss hh:mm:ss -to hh:mm:ss" to trim the video.

Yes, they are bad. VP8 is a mess for a single pass encoding, always use 2 pass.

your avconv settings are better. Just drop the maxrate and do a 2-pass encoding (same as ffmpeg. -pass 1, -pass 2)

Okay so I figured it out. For this specific video I used the following command:

avconv -i outputfile.mp4 -c:v libvpx -qmin 30 -qmax 32 -ss 00:00:31 -t 00:01:09 -s 1366x768 -threads 2 -c:a libvorbis output.webm

-ss split it 30 seconds in, -t for time after that, -s 1366x768 to "downsample" and change the res from 1080p to my laptop monitor's resolution.

I like these settings.

For some reason AviDemux wasn't giving me a usable video but these avconv settings work for me. ffmpeg settings should be nearly identical, if not the same…

Fucked up the timing but for a rough estimate I got it. Anyways, you get the point.
