I won't go into the details, but using opus as the audio codec means you can push down the audio bitrate significantly in comparison to aac (for mp4s) and libvorbis (for standard webbums), and frankly if you're converting videos to webm using ffmpeg opus should always be used over libvorbis as it's is functionally the successor to libvorbis (encodes just as fast but better audio quality for the bitrate). The first video has an audio bitrate of about ~70k and sounds more than good enough in my opinion. The relevant commands for the first video are:

Where:
-i indicates the input file ("Christmas_Fucking_Miracle_short.mp4")
-vf scale=-1:369 scales the video (down from 1280:720 aka 720p, -1 just scales according to the aspect ratio so -1:369 is the same as using 656:369)
-c:v libvpx-vp9 tells ffmpeg what codec to use (vp9)
-lag-in-frames 16 tells ffmpeg how many frames (16) to look ahead when converting (helps quality a bit)
-quality good works together with cpu-used 0 to tell the cpu how much time to spend on converting the video and the acceptable quality
-cpu-used 0 works with quality good - can use a value between 0 and 5 instead where 5 is fastest but worst quality and 0 is slowest but best quality
-auto-alt-ref 1 tells ffmpeg to refer back to the previous frame when encoding a select frame (either 0 or 1 value - 0 turns it off, 1 turns it on) which can help a bit with quality
-sn removes subtitles. Isn't actually needed, but I copy paste commands and I used it in the past (for weebshit) to remove srt/ass subtitles from a video so that it won't break when it's uploaded to 8ch
-b:v 218k tells ffmpeg the target video bitrate (218 kilobits).
-c:a opus tells ffmpeg the appropriate audio codec (opus).
-b:a 64k tells ffmpeg the target audio bitrate (64 kilobits). As mentioned before the audio bitrate is actually ~70k, this is because converting to webm isn't very precise so I often undershoot the audio bitrate (set it lower so I can sink extra bits into making the video look nice) and then if the webm ends up being significantly smaller than 8MB I go back and replace the audio with a higher bitrate version to push the size and quality up a bit.
-f webm just selects the appropriate output format (webm). Probably not really necessary, but I use it anyway.
-threads 0 sets the optimal number of threads (for multithreading) for your CPU to use to increase speed of conversion. Appropriate values for threads include 0 (ffmpeg selects optimal number of threads for you) or 1-16 (you chose the number of threads to use).
-pass 1 and -pass 2 are just used for multipass conversions. Help massively with quality and hitting a target filesize and doesn't take much longer than single pass conversions.
NUL is just added on the first pass to tell ffmpeg you don't want a video right now (or some shit). use /dev/null instead if you're using linux.
Christmas_Fucking_Miracle.webm just tells ffmpeg what to call the output file.

Input_video.mp4 can be any format you want (input_video.mkv, etc.) instead.
width:height is just the output resolution, I would encourage you to use -1 if you don't know one of the values for output resolution (if you want 360p resolution use -1:360 for example) as vp9 can be retarded occasionally and fuck output videos up when you force it to a certain resolution by adding green bars/breaking videos halfway through/etc.
In order to determine video and audio bitrate - The maximum filesize of 8ch is 8MB. in kilobits (k) this is equivalent to 8*8192 = 65536k. For a given video you have a length of time in seconds t, and the bitrate will thus be 65536k/t. From this you'd split it into the video_bitrate and audio_bitrate - audio_bitrate should be 64k or higher (ideally 96k or higher for music, but if you're not too bothered it still sounds good enough at just 64k+) and thus video_bitrate = overall_bitrate-audio_bitrate.
For the 1st video it's 4m18s long (258s long), so the overall bitrate should be 65536k/258s=254k. I've noticed over time that vp9 encoded webms often end up smaller than what you're expecting (if there isn't a massive amount of animation/movement going on), hence for the first webbum the commands give a combined target bitrate of 282k rather than 254k. Assuming I went with 254k as the overall bitrate instead (which you probably should do), putting a target audio_bitrate of 64k in gives you a target video_bitrate of 254k-64k=190k.

And that's pretty much all the information you need to make long and small size webms (4m30s is probably the realistic max) and still have them look nice. Just keep the resolution low (360p or 640:360 should really be your absolute minimum as nobody wants to watch a thumbnail), use vp9 and opus, and if the video comes out very small in terms of size and looks like shit consider converting it again with higher bitrate values (or if it's close to 8MB but not quite there consider just replacing the audio with a higher bitrate version to make it a bit nicer).
