Download this and install https://sourceforge.net/projects/x264vfw/

open up premiere

Select custom for the format, set to AVI

Set up like this, then do the final render with whatever encoding software you wish to use

This will give a high quality raw for you to work with for final encodes

Oh but you need to convert the .avi into soemthing else first like an MP4 etc, xmedia and few other software have problems reading .avi container with h264, I recommend Staxrip
