In Dragon Ball, Goku was monkey-like and had Chinese cultural influence for half the series. It wasn't until the timeskip (Goku trains with Popo for 3 years) that he suddenly became tall, which went along with the fact that Goku was weird/unique.
You just have to put aside the blond hair powerup shit - real life white males don't have hair THAT blond, or turquoise eyes for that matter. And everyone ends up looking like Yamcha.

Anime males are practically girls with shorter hair. Anime girls have no facial shading, the nose is completely flat/disappeared, hair is always flat, anatomy is extremely skinny/small, they have overly cute facial features. They look more asian than ever.
I think some 80's anime OVA had more white looking anime girls; Body with meat, hot facial features, hair with volume, abrasive personality, visible nose, tits and ass.
Look at actual white women sometime. They almost never have the "cute" facial features that asians and anime characters do. (I say cute for lack of a better word)

It came out around the time Kill Bill was still popular.
