My personal favorite is Colonel-Commissar Ibram Gaunt due to him leading through example and actually giving a damn about his troops. And he has never executed for cowardice or insubordination, he just knocks them out and carries them off the battlefield.

Holt, by far. He doesn't mince words. He levels with his commander instead of wantonly threatening him. He leads his troops without being careless about it. He's quick to point out and prosecute incompetence and haughtiness, even from the highest places. He's a guy with integrity who is actually doing a commissar's job. What's not to like?
