Tau have some sweet weaponry and equipment, but there's something in the neighborhood of one quintilion guardsmen for every one tau-controlled planet.
The only reason the tau still exist is the Imperium doesn't want to throw guardsmen into a meatgrinder with a race that can be dealt with diplomatically while there's a a million and one heresies, uprisings, ork infestations, chaos crusades, and one big fat tyranid hive fleet in that one sector alone, so the longer they can put off war with the tau the better.
