The current formula is :

Only allow the following factions in the first game:

SM CSM Orkz Eldar (sometimes IG)

Get other races to star the game.

Add as much customization of gear as possible.

Delve into the RPG part of the lore more. More details to the worlds.

I would focus more on lore-building. More books, more codexes, maybe start a long story arc to get people invested in a story.

I would also look into designing somewhat simpler models specifically for 3d printers and distribute them freely for the PR while focusing (model-wise) on the larger hero-pieces that people would likely want to purchase anyway.
