Peace? No.
Victory? The Orks already won ages ago. They alone have a culture that actively thrives in the grim and dark future of the 41st Millenium.
They have no population problems, they eat almost anything so they rarely starve, fighting enemies within their own tribes or without is both an important social practice as well as great entertainment. They don't fear dying and pain is just a temporary distraction, if they notice it at all.
Yes, they have short and brutal lives, but all of their basic needs are pretty much fulfilled, and due to their "culture" they really wouldn't want it any other way.
As long as there are Orks, there will never be peace, and as long as there is no peace, the Orks will always live satisfying lives.
