Because transsexuality is so frowned upon in most parts of the world, people with non-gender-conforming feelings often feel guilty about it.
When someone else 'feminizes' them, or pushes them towards it, it strips the away the guilt.
it goes from "I did this because I wanted this" to
"I did this because I was pushed/forced to it"
This is validated by the fact that the 'forced' transition fetish rarely goes the other way (female to male) because that's generally regarded as more acceptable and thus less shame/guilt-inducing
Guilt can play a big role in fetishes.
However, the whole sissy thing is odd in itself, but it's definitely not to 'create more transsexuals'.
Transsexuals seek to help people understand how gender works (as in the sense of identity, not biological sex. Disregarding the topic they are the same as science has proven repeatedly a gender identity can be established neurologically without paralleling to biological sex) but transsexuals do NOT want to create more transsexuals, and experience their gender-sex incongruity as suffering and wouldn't want to wish that on others.So if it is an agenda to do so, it's originating from something else. If it is an agenda, I could see it perhaps being a form of population control, as transsexuals often (but not always) undergo processes that inevitably end up sterilizing themselves.
Tl;DR: It isn't to create more transsexuals, the fetish removes the guilt away from the desire to undergo a gender transition.
