No one's confused about the legal definition of pedophilia. What people are confused about is the logic behind it, because it contradicts biology.
Mammalian female start breeding at the onset of puberty. This is about 10 years old in human years. Mammalian males however usually start breeding later in life due to competition. This means that the males are often older than the female in mammalian reproduction. This is where human males evolved the attraction to young pubescent females (heterosexual hebephilia). Puberty can start as young as 8 and end as late as 16.
