Do you never just smile at strangers? If they're staring at you, or you're staring at them and they notice you, just smile. They'll either wave, say hi, or have a questioning/confused look on their face. If they wave or approach and say hi, then you can do as I said in my previous post. If they put a confused look on their face, just shake your head, maybe say the word, "Nothing," continue smiling at them a couple more seconds, then look away so you don't over-do it.
