Have you raised kids? Even had guardianship? As a parent you are responsible for them. If I let my child decide to eat nothing but candy and they get a bunch of cavities a social worker visit (it happened to someone I know). As a guardian you make the final decisions. A child hates school, vaccines, medicine etc but as the parent you must do what you need to keep the child healthy and happy.

Both groups can get sexually transmitted diseases and Sexually transmitted infections. Additionally prepubescent children are at higher risk for sexually related injuries. Additionally girls are starting their puberty earlier. No sane person who give 9/10 year olds hormonal birth control.
