The problem they are trying to fix is one of getting pregnant at a young age. That's a good thing. Especially if things are difficult in terms of taking care of the newborn or in terms of survivability of the mother. Ultimately, it would be ideal if it were okay as long as the situation the baby would be born into wasn't one of poverty and there was little risk to the mother.
