We are happy to report that a committee of the New Hampshire House of Representatives unanimously approved HB 1547, a bill to prohibit and punish bestiality as a separate crime under New Hampshire's sexual assault law. The bill will soon move to the floor for a vote and we need your help to get it passed! Please ask your representative to vote for this important effort to strengthen the law against violent offenders.

Bestiality is illegal in most countries and US states. HB 1547 would make New Hampshire the 41st state with a specific ban against this practice.

Some contend that bestiality is not a "violent" crime. Nothing could be further from the truth. Not only is bestiality abhorrent and cruel, but it also often results in serious injury to or the death of the animal. Moreover, there is a strong relationship to interpersonal violence, including sexual assault of people:

Juveniles who sexually assault animals are more likely to later commit crimes of interpersonal violence; it is, in fact, the single strongest risk factor for future sexual abuse of children.

Among juveniles who had reported engaging in animal sexual assault, 95 percent had also sexually assaulted people.

In one jurisdiction in Virginia, of ten adult males convicted of crimes related to bestiality, eight had also been involved in crimes involving children (e.g., child pornography, soliciting sex from a minor).

CONCORD — Sex acts between humans and animals will be illegal in New Hampshire under a bill the House approved Thursday.

House Bill 1547 would make “bestiality” a crime in the state. Bill supporters said existing animal cruelty laws are ineffective to address the problem,

A House committee addressed concerns raised by farmers at a public hearing making the bill less controversial as it was approved without debate.

At the public hearing earlier this month, Nancy Holmes of New Boston told the committee the bill intrudes into normal animal husbandry practices, the breeding of hybrids between species and the transfer of animals for breeding.

Others said the bill makes exceptions for commercial breeders and veterinarians but not for farmers who want to breed their own animals or breed a horse and donkey to create a mule.

Some definitions were changed and clarified so it would be more clear what would be a crime under the new legislation.

The prime sponsor of the bill Rep. Katherine Rogers, D-Concord, told the committee at the public hearing that bestiality exists in the state and stronger protections are needed for animals.

New Hampshire is one of 10 states that do not specifically prohibit bestiality.

The bill now goes to the Senate.

Dogs are very receptive to any sort of routine (classical or operative conditioning). A string of indecent acts involving beastiality, parvovirus, and a prong collar, has got a Wellington animal rescue group ready to fight.

Upper Hutt-based HUHA NZ is seeking a lawyer to work pro bono on at least three cases: a criminal matter involving alleged beastiality between a man and a farm animal; a possible breach of contract involving the owner of a re-homed dog using a prong collar, and a dodgy animal dealer.

Director Carolyn Press-McKenzie said police had gathered evidence against a man who allegedly committed sex acts with a farm animal.

She could not go into further details while the investigation was in its early stages, but hoped "the full effect of the law" would eventually come against him.

"That kind of situation isn't good for any living being; to be forced into any situation that's not consensual.

"But we want to do everything we can to help animals. A lawyer may only investigate a few of our cases, but we won't leave a stone unturned."
