Most places especially in the US don't prohibit the possession or viewing of pornography containing zoophilia. Even if your IP is traced, and you yourself admitted to committing a sexual act with an animal, rarely can you actually be charged or even sentenced without significant evidence aside from a confession. As for ban happy mods, it isn't actually that bad, simply put there are other boards for different categories of zoophilia related porn.
If it seems zoophiles are only into porn it most likely looks like that from someones point of view having no real understanding for why this happens. While arrests are made within the US pertaining to sexual acts involving animals, there isn't an epidemic of such arrests. Either due to the overly harsh punishments that some states impose, or due to the simple fact that this is quite the secretive fetish and combined with the risks associated, it forces people to do one of two things.
