Lots of time and practice is needed. Maybe you can get to low-poly PS1 models (without textures) in a week or two if you're really dedicated. Beyond that it gets a lot harder, especially with humans where you have to have a good sense of anatomy and proportions. I plateaued at the low poly stage since I lost interest for now and have little time for it.

Maya 2015 (don't download 2016+) or Blender. Look up tutorials on youtube and google. Textures are typically done in Photoshop or Gimp.
