Actually there were some women gangers in the victorian era. Not as common as the men obviously, but they were there.
The ones famous enough to know about:
Hellcat maggie (~1840s), she was known for having filed teeth and wearing brass claws
Gallus Mag (~early 19th century) bouncer, known for biting peoples ears off and keeping them as trophies.
Sadie the Goat (~1989) Started off as a mugger. Worked with male accomplices, would locate lone traveler, head butt them and let her accomplices do the rest. Had ear bitten off by Gallus Mag (small world). Went off and formed her own gang, stole a ship became a river pirate for a couple of months looting and ransoming people until the riverside farmers started to arm up. Went back to the city and made a truce with Gallus who returned her ear which she proceeded to wear around her neck until death.
Battle Annie (~1875) Known as "Queen of Hells Kitchen" and renowned "brick hurler" She formed and lead the female auxiliary "lady gophers" of the gopher gang. Auxiliaries were messengers, lookouts, brick hurlers (not front line troops but they threw shit). The lady gophers numbers were between 50 and several hundred women.
Most if not all of these women would qualify as "men with breasts" trope. Also they probably weren't the "equivalent" of men, though I'm sure Battle Annie and others like her outranked many of their male counterparts. Women had their roles in criminal organizations as men did and even in street combat, though it would be unlikely that you'd see one up front in the melee. They'd probably be throwing debris, running supplies, hauling wounded, putting out fires arson was started on their turf, etc.
I love the victorian era street gangs. I haven't found a game yet that properly reflects the dynamic going on at that time.
In the end they were organizations of men and women of the low class fighting to survive in a very unforgiving environment. The gangs themselves were dynamic organisms with both male and female hierarchies (they even fucked if you can believe that). To say women had no presence in victorian street gangs is equally retarded as saying they stood shoulder to shoulder and face to face with other male combatants.
Ass Creed is shit though. Best course of action is point and laugh as the SJWs freak out when they see women having their teeth bashed out in a time where that wasn't uncommon among lower class combats.
