The funny part of that pic is that Carlin and you are confusing mean value and median value. If everyone 99 subjects had an (hypothetical) IQ of 1 and the last subject an IQ of 101 the average would be 2, but 99% of the population would be behind that average. Of course that would be true on a distribution with a normal curve, but that's implying a lot just like my example.
