Based on all the existing research and according to new estimates created for this report, rise in breastfeeding could prevent extra 20,000 deaths from breast cancer each year globally. For India, considering the 7% protection provided by breastfeeding, it translates to preventing 4,915 deaths annually out of 70,000 deaths that occur now.

India has estimated obesity of 20% and breastfeeding provides 26% protection. Increasing breastfeeding could therefore provide 5.2 % reduction in obesity. This could be a useful addition to the effort towards control of non-communicable diseases.

India has a national law - Infant Milk Substitutes Feeding Bottles, and Infant Foods (Regulation of Production, Supply and Distribution) Act - that has placed restrictions on sales of milk substitutes. India - 91% land holding would belong to small farmers by 2030

>Expressing concern over the sustainability of small farms, Agriculture minister Radha Mohan Singh on Saturday said 91 per cent of the total farm holding would belong to small and marginal farmers by 2030.

>According to the Agriculture Census, the total number of operational holdings in India numbered 138.35 million with an average size of 1.15 hectares. Of the total holdings, 85 per cent are in marginal and small farm categories of less than 2 hectares, Singh said.

Foodgrain production may marginally increase despite drought in 2015-16

An associated catchphrase, “Poo in the Loo”, has been used in similar way.

Origin

The earliest use of the phrase comes from a 4chan’s international board /int/ thread submitted on July 13th, 2015, where an Indian user complained about the “India smells bad and is dirty” jokes, claiming that people only defecates on “देसीgnated shitting streets” and not everywhere. That statement was consequently mocked in the thread and several compilations of reactions from users were made. The earliest archived use of the phrase can be found on a post from the politicaly incorrect board /pol/ from July 22nd, 2015.[1]

India - lung cancer up to 20% in non smokers!

In what could be an alarming fallout of air pollution, top cancer doctors say they have noted a significant rise in lung cancer among non-smokers in recent years. Roughly one in every five persons diagnosed with the disease does not smoke, they said.

"Till about a decade ago, less than 10% of all lung cancer patients were non-smokers. This percentage has now gone up to around 20%, which is significantly high. Rising pollution levels may be playing a role," said Dr P K Julka, professor of oncology at AIIMS, on the eve of World Cancer Day.

Dr Vinod Raina, director of medical oncology at Fortis Memorial, affirmed the trend. "The link between lung cancer and air pollution is a conjecture but it is being seen in studies conducted worldwide. Further research is needed to prove the cause and effect relation between the two," he said.

Dr Randeep Guleria, professor and head of pulmonology division at AIIMS, recounted a case to underline the trend. "A few years ago, I diagnosed a young woman in her late 30s with lung cancer. She was a non-smoker. Throughout her treatment, she kept saying, 'Why me?' Such cases are becoming more common now," he said.

"The role of air pollution in metros such as Delhi as a risk factor cannot be ruled out," Guleria added.

According to figures released by the Delhi Cancer Registry, lung cancer cases have shown the highest spurt among all cancers afflicting men, going up from 14 cases per 1,00,000 population in 2008 to 15.5 per 100,000 population in 2010.

Delhi Cancer Registry data shows lung cancer cases have been increasing among women too — from 4.2 cases per 1,00,000 population in 2008 to 4.6 in 2010. DCR, which compiles data from all big hospitals in Delhi, is yet to release data beyond 2010.

While the data is based on cases in Delhi, doctors said it represents a wider trend because a significant number of cancer patients being treated in city hospitals are from outside.

In 2013, the International Agency for Research on Cancer (IARC), the specialised cancer agency of the World Health Organisation (WHO), classified outdoor air pollution as carcinogenic. It issued a statement saying there was sufficient evidence that exposure to outdoor air pollution causes lung cancer and increases risk of bladder cancer.

Particulate Matter (PM), a major component of outdoor air pollution, was evaluated separately and also classified as carcinogenic by IARC the same year. "The predominant sources of outdoor air pollution are transportation, power generation, industrial and agricultural emissions, and residential heating and cooking," the IARC stated.

According to Dr Nitesh Rohtagi, a senior medical oncologist at Max hospital in Saket, persons suffering from cough for more than three weeks, or prolonged pain in chest or bone, should see a doctor immediately. "Smoking still causes nearly 80% of all lung cancers. Smokers should quit the habit to reduce the risk for themselves and their families since passive smoking can also cause the disease," he said.

"Outdoor air pollution, meanwhile, increases the risk of cancer for us all. The South East एशिया Region has 14 of the world's top 20 polluted cities, making clear the need for governments to tackle the issue with a sense of urgency," said Poonam Khetrapal Singh, WHO Regional Director for Southeast एशिया on the eve of World Cancer Day.

India - When caste lines are drawn literally

Beef is banned. Menstruation is taboo. If you think this is today's news, the same made headlines in 1873. That was the year Maharashtra's legendary social reformer Jyotirao Govindrao Phule wrote Gulamgiri (slavery), a blistering attack on the vedas and Brahmanism. More than a century later, writer Srividya Natarajan and illustrator Aparajita Ninan's put together the graphic novel, A Gardener in the Wasteland: Jotiba Phule's Fight for Liberty, drawing inspiration from his richly imaginative work.

"Phule wrote very visually, and we picked up his work to plant a seed via a graphic novel, where the youth can pick up a copy and understand what being a Dalit is all about," says Ninan of the book set to be published in regional languages.

A Gardener…is published by Navayana, India's first and only publishing house to focus exclusively on the issue of caste from an anti-caste perspective. When the book was released four years ago, it made a statement with its unconventional book launch —a kababchi from Jama Masjid served buff (a euphemism for beef) delicacies. There was also an installation of a "menstruating" Brahma handling sanitary napkins (Phule had wondered if Brahma, believed to have given birth to the Brahmins, had menstruated). The impact of these exhibits however was not long lasting. Caste is not discussed unless it is a matter of life and death, as proven by Rohith Vemula's suicide on January 17. A startling reminder of how the caste system continues to maim and kill, in modern India.

"It is not just in the villages. When a Dalit gets a government job in the city, via reservation, and does his work well he is still treated as an outcast. The peon will throw the file on his desk, instead of handing it to him, because he doesn't want physical contact with a Dalit. This kind of a story needs expression. And comics are the best way," says Sharma. At a recent workshop in Delhi University that focused on caste discrimination, Sharma located students who were against reservation and for SCs and STs and got them to illustrate the story of a poor Dalit child's journey to college. It made the subject easier to understand. "As they drew the panels, they realized that the issue was about real life versus a privileged life. It made them more aware of the world beyond what appears on their Facebook feed," says Sharma.

India's present diverse population arose from five types of ancient populations that freely mixed and interbred for thousands of years before the rigid caste system, with its principle of prohibition of marriage outside the caste, put an end to this mixing. This ancient history hinted at in various linguistic, archeological and genetic studies has been confirmed by a path-breaking genetic study recently published.

Researchers from the National Institute of Biomedical Genomics (NIBMG) at Kalyani, West Bengal, analysed DNA samples of 367 unrelated Indians belonging to 20 population groups. These covered castes from different parts of India, and most large tribal populations from central and Northeastern India. Also included were samples from two Andaman & Nicobar tribes.

"Genetic analysis shows mainland India's present population is a result of the intermixing of four main types of ancestral populations - North Indian, South Indian, Austro एशियाn and Tibeto-Burman," said Partha Majumder, director of NIBMG who led the study. The Andaman & Nicobar tribals have a completely different fifth ancestral origin that originated in Pacific Ocean populations.

The study compared genetic sequences from Indian samples with those from Central एशिया, West एशिया, चीन and adjacent regions to trace how humans first arrived in India.

What the study also unearthed was the deep imprint of a significant social cultural process in Indian society . It found that interbreeding between communities `abruptly' ended around 70 generations ago, which translates to about 1,575 years ago, sometime in the 6th century .

Flavonoids are naturally occurring bioactive compounds that represent a constituent of fruits and vegetables, beyond calorie and macronutrient content, that could potentially influence body weight. Flavonoids are also present in various other foods and drinks, like tea, chocolate, and wine.

The findings of the study showed that high levels of flavonoids could help people maintain healthy weight. The research, which covered 1,24,086 women and men in the US who were monitored for up to 24 years, is the first to look at links between intake of various flavonoid subclasses and weight gain. Past studies have suggested that flavonoids may play a role in weight loss but most have focused on a single compound found in green tea and have had small sample sizes.

In the new study, researchers looked at seven flavonoid subclasses: flavanones, anthocyanins, flavan-3-ols, proanthocyanidins, flavonoid polymers, flavonols, and flavones.

Sedentary lifestyle, lack of exercise, consumption of junk food and alcohol are rising in the country, making one in every five Indians either obese or overweight. According to latest estimates, India is just behind US and चीन with the third highest number of obese people in the world.

"Intake of fruits and vegetables is much less among Indians compared to those from other countries. Though vegetarians eat more of it as compared to non-vegetarians, it is limited to cooked vegetables where some of the nutrients along with fibres go missing. The intake of salads is very less in Indians," says Dr Anoop Misra, chairman, Fortis CDOC hospital for diabetes and allied specialities.

Environment and Mining

The National Green Tribunal has sought response from the Centre, Haryana and Uttar Pradesh governments on a plea seeking prohibition of sand mining on Yamuna's riverbed in both the states.

A bench headed by NGT chairperson Justice Swatanter Kumar issued notices to ministry of environment and forests (MoEF), Uttar Pradesh and Haryana government, State Level Environment Impact Assessment Authority (SEIAA) and others while seeking their reply by February 25.

"In the meanwhile, the state of Uttar Pradesh and state of Haryana shall file details of all JCBs (mechanical excavator) and other earth mining machinery that have been registered in districts Shamli and Muzaffarnagar of state of Uttar Pradesh and Karnal in Haryana," the bench said.

The directions came while hearing a plea by Haryana resident Mushtakeem who approached the tribunal seeking directions not to grant environmental clearance for mining by mechanised or semi-mechanised machinery.

Mushtakeem alleged that mining leases have been granted in several districts including Yamuna Nagar, Karnal, Panipat, Sonepat in Haryana while in Uttar Pradesh sand mining leases were given in Shamli, Muzaffarnagar and Saharanpur districts.

The plea, filed through advocates Vikram Punia and Devashish Bharuka, said despite stringent special conditions being imposed, mining of sand and minor minerals was being carried out on the riverbed by using heavy machinery contrary to terms and conditions of environmental clearance.

It claimed that mining in Yamuna was violation of the order of the tribunal which specifically directed Haryana and Uttar Pradesh governments that no mechanical mining would be permitted on the river bed at any place.

"Pass an order directing closure of all sand mining operations on river bed of Yamuna in UP and Haryana and frame strict guidelines to ensure compliance of post-environmental clearance terms and conditions by the mining lease holders in order to safeguard the environment around the mining area," the petition said.

The tribunal had last year banned sand mining on Yamuna and said "no mining activity, both legal and illegal, should be carried out on the banks of river" after a plea alleged that some private firms were engaged in the activity and a temporary bridge was made on the river obstructing natural flow of water.

Aamir's statement last November that he was "alarmed" by a number of incidents and that his wife Kiran Rao even suggested that they should probably leave the country had triggered a nationwide outrage. He was recently replaced as the brand ambassador of 'Incredible India' campaign.

"As an individual, as part of this country as a citizen, we read in the papers what is happening, we see it on the news and certainly, I have been alarmed. I can't deny. I have been alarmed by a number of incidents," he had said when asked to comment on perception of rising intolerance.

"When I chat with Kiran at home, she says 'Should we move out of India?' That's a disastrous and big statement for Kiran to make. She fears for her child. She fears about what the atmosphere around us will be. She feels scared to open the newspapers every day," he had said.

After the controversy broke out over his remarks, Aamir came out with a clarification, asserting that he stood by what he said and "neither I, nor my wife Kiran, have any intention of leaving the country."

"I stand by everything that I have said in my interview.

India Massive Growth 2016

India will be the fastest growing big economy in the world in 2016, a United Nations World Economic Situation and Prospects 2016 report said on Friday.

"India's economy, which accounts for over 70 percent of South एशिया's GDP, is projected to grow by 7.3 percent in 2016 and 7.5 percent in 2017, slightly up from an estimated 7.2 percent in 2015," the UN report released here said.

"As in other countries of the region, the macroeconomic environment in India has improved, helped by the sharp decline in the prices of oil, metals and food," it said.

"Consumer and investor confidence has risen even as India's government faces difficulties in implementing its wide-ranging reform agenda and some economic indicators, such as industrial production, remain volatile," it added.

South एशिया is expected to be the world's fastest growing region in 2016 and 2017 despite challenging global conditions, the report said.

"India is an exception in the global scene with improved macro economic foundations and economic reforms," said Nagesh Kumar, head of the United Nations Economic and Social Commission for एशिया and the Pacific's (ESCAP) south and south-west एशिया office here.

"Spending on infrastructure, health and education is very low compared to other nations such as चीन in the region. The decline in oil prices of course provides some room to offset the burden of fuel bill," he said.

"So this is the time for India to recheck fiscal efforts and raise revenues and do more spending on some of the social sectors," he added.

A day after deciding to ban commercial surrogacy, the Centre on Wednesday informed the Supreme Court that it was finalizing a legislation to allow surrogacy only to childless Indian couples and address the finer points, including parental rights over surrogate child, linked to the sensitive issue.

Solicitor general Ranjit Kumar informed a bench of Justices Ranjan Gogoi and N V Ramana about the government's decision to restrain foreign couples from using Indian surrogate mothers for having a child and requested for two weeks' time to file an affidavit detailing the notifications issued on this issue.

Immediately after the hearing, the Indian Council of Medical Research (ICMR) wrote to all registered medical practitioners informing that the government has decided to limit surrogacy to "Indian married couples only and not to foreigners" and requested them "not to entertain any foreigners for availing surrogacy services in India".

The Directorate General of Foreign Trade (DGFT) has also withdrawn the 2013 notification allowing free import of frozen human embryo by putting it in the negative import list, Kumar informed the court. The SG also said parental right of the surrogate child would be decided between the surrogate mother and the commissioning couple.

"The donor of sperm or egg would not claim any right over the surrogate child," the government said. In an affidavit filed later in the court through advocate Wasim A Qadri, it said, "If a commissioning couple refuses to take care of a child born with disabilities, the couple will be penalized and, simultaneously, safeguards have been provided under proposed legislation to take care of such abandoned child."

The draft Assisted Reproductive Technology (Regulation) Bill has attempted to deal with finer points and questions raised by medical practitioners and activists.

The proposed legislation says, "A semen bank shall not supply the sperm of a single donor for use more than 75 times. No woman shall donate oocytes (eggs) more than six times in her life, with not less than a three-month interval between the oocyte pick-ups.

"No woman should be treated with gametes (reproductive cells or sex cells) or embryos derived from the gametes of more than one man or woman during any one treatment cycle. The ART clinic shall never mix semen from two individuals before use.

"Collection of gametes from a person whose death is imminent shall only be permissible if such person's spouse intends to avail assisted reproductive technology to have a child. No ART clinic shall use ova that are derived from a foetus, in any process of in-vitro fertilization."

The bill proposes to limit collection of semen by semen banks from men aged between 21 years and 45 years and oocytes from women aged between 21 years and 35 years and "examine the donors for such diseases, sexually transmitted or otherwise, as may be prescribed, and all other communicable diseases which may endanger the health of the parents, or any one of them, surrogate or child".

"No semen bank shall divulge the name, identity or address of any sperm donor to any person or assisted reproductive technology clinic except in pursuance of an order or decree of a court of competent jurisdiction," the proposed legislation says.

India's largest public sector trading body, MMTC, which recently imported huge quantities of onions to meet a shortage in the domestic market, is facing a unique problem.

Since the retail prices have declined significantly across the country in the past one-and-a-half months, the agency is hardly finding any takers for around 1,600 tonne of onion, which were imported from Egypt and चीन.

Sources said the agency is offering the stock at Rs 15 per kg while the cost of imported onion was around Rs 44-45 per kg. MMTC, in fact, floated a tender to dispose off the imported key kitchen item to the domestic buyers, which may otherwise rot.

On Wednesday, the average retail price of onion in India was Rs 35 in comparison to Rs 60 on September 1. The range of decline in prices was between Rs 5 and Rs 37 per kg because of increased supply of local produce to mandis. "The supply will increase further as huge quantity of fresh produce from Maharashtra, MP and Rajasthan reach mandis in the next couple of weeks.

When you have local produce available in the market at affordable rates, people won't buy imported onions, which are big and not that tasty," a government source said.

The MMTC tender document mentioned that the imported onion would be offered at "as in where is basis" to domestic bulk buyers. Officials said that MMTC is offering a lower price only to ensure as much as it can sell off rather than the entire stock going waste. TOI has learnt that MMTC, which was tasked to import onion, would be compensated from the price stabilisation fund.

After Nafed failed to import onions in July-August, the Centre had asked MMTC to import 10,000 tonne of the commodity to meet the shortage and to cool down prices. MMTC managed to import 2,000 tonne. While MMTC floated a tender in the first week of September it received 1,600 tonne only by last week.

MMTC's onion dilemma has again revealed the need for a proper and robust mechanism to quickly import critical food items in case of a shortage. Else, by the time the imports hit the market, the local produce would have staged a return nullifying the effort of the government and causing a waste of money and resources.

India - rising demand for milk, milk products, eggs, meats and vegetables

Emphasis on cereals prime cause of high pulse prices

The current spike in pulse prices could have been anticipated, but India's cereal-centric food security policies emphasize rice and wheat while dis-incentivizing the production of pulses despite clear trends that show a declining preference for cereals.

Even though India's dependency on imported pulses grew as imports rose from 2.7 million tonnes in 2010-11 to over four million tonnes this year, minimum support price-driven procurement and the Food Security Act's commitment of 61 million tonnes a year drove cereal production despite overflowing godowns.

The MSP policies have resulted in buffer stocks of 61 million tonnes, largely rice and wheat, as of June this year - some 20 million tonnes more than the strategic reserve of 40 million tonnes (MTs). Though the NDA government has moderated the yearly increase in MSP, procuring cereals remains priority for the Centre and states.

The situation presents a widening demand-supply mismatch as while per capita consumption of cereals declined in both urban and rural areas (see chart), the demand for other protein food is rising, indicating emerging preferences for "high value" food across all income segments according to NSSO consumption expenditure data.

Analysis of NSSO data from 1993-94 to 2011-12 across three income segments - the 10-30, 30-70 and 70-100 deciles - broadly representing the lowest, middle and high income groups show the trend clearly. The monthly per capita consumption of cereals declined 8.2% in the lowest decile, 16.5% in middle decile and 21.6% in the highest in rural areas.

The decline in per capita consumption of cereals makes a strong case for more targeted support to the most needy rather than the food security scheme's coverage of 67% of the population or an estimated 82 crore individuals – more than thrice the number of people below the official poverty line.

According to NSSO data, while consumption of cereals (as a proportion of proteins) fell from 69.42% to 62% in rural areas between 1993-94 and 2011-12, consumption of pulses went up from 9.76% to 10.57%. The trend was even more pronounced in urban areas.

At the same time, production of pulses fluctuated between 17.09 MTs and 19.2 MTs during 2010-11 and 2013-14. During 2014-15, it was 17.38 tonnes against the domestic requirement of about 22 MTs. The government estimates the production to increase to 18.32 MTs as the sown area has risen from 10.2 million hectares in 2014 to 11.5 million hectares this year.

As the population's middle income segment expands, the demand for more varied food will increase. Urgent policy corrections like re-focussing the MSP strategy on pulses and targeting the NFSA on the lowest decile classes in the NSSO surveys are needed in the light of rising demand for milk, milk products, eggs, meats and vegetables.

Food and Agriculture Organization's 2012 report shows India's per capita milk and dairy products consumption has doubled since the 1970s and may account for 21% of global consumption by 2050. FAO and ICAR studies show per capita meat consumption rising to 18 kg in 2050. India is the world's third largest producer of eggs and the fifth in poultry. Broiler demand is projected to grow 15-18% in the next couple of decades.

But production depends on the rain gods since little over 15% of area under pulses has assured irrigation. Moreover, traditionally, farmers have not taken up cultivation of pulses because of changes in production and prices in the absence of an effective price support mechanism by government.

India - Chemical and Biological Weapons Must Be BANNED

Use of chemical weapons must be condemned

India has called on the international community to be vigilant on non-state actors and terrorist groups seeking and using chemical weapons and said the use of such weapons anywhere and by anyone must be condemned.

"The use of chemical weapons anywhere and by anyone must be condemned and the international norm against the use of chemical weapons must not be breached," visiting Member of Parliament Abhishek Banerjee said at a debate on weapons of mass destruction at the First Committee of the General Assembly here on Thursday.

He said India contributed to international efforts under the UN and the Organisation for the Prohibition of Chemical Weapons (OPCW) for the destruction of Syria's declared chemical weapon stockpiles.

"The international community should continue to be vigilant on non-state actors and terrorist groups seeking or using chemical weapons," he added.

Given that disarmament is a primary goal of the Chemical Weapons Convention (CWC), the remaining possessor States should fulfil their obligations within the shortest possible time.

India completed the destruction of its chemical weapon stockpiles in 2009 within the stipulated time frame under the CWC.

The provisions of the Convention should be implemented in a manner that does not hinder legitimate activities, especially in countries like India with a large and growing chemical industry, he said adding that universality is fundamental to the success of the Convention.

He voiced India's commitment to improving the effectiveness of the Biological Weapons Convention (BWC) and strengthening its implementation and its universalising.

"We believe this is necessary in view of the new challenges to international peace and security emanating from proliferation trends, including the threat posed by terrorists or other non-state actors seeking access to biological agents or toxins for terrorist purposes," he said.

He also supported a robust consultation process among all States Parties leading to the Eighth Review Conference next year, so as to contribute to its success through preparations on substantive and procedural issues.

He reiterated India's commitment to maintaining the highest international standards with reference to control of nuclear, chemical, biological and toxin weapons and their means of delivery.

"In this regard, India has made considerable progress in its engagement with the relevant multilateral export control regimes with a view to seeking full membership," he said.

Action plan in the works to promote nutritious black rice grown in the northeast

White rice may rule the domestic and international markets with the famous 'Basmati' variety having pride of place, but in the near future it is black rice from the northeast that may win hearts of consumers due to its nutritional value and health benefits.

Black rice is mainly grown and consumed in Manipur where it is called 'Chakhao'. Famous for its pleasant nutty flavor, this little known rice variety has, however, started entering the world market through चीन which cultivates it both for local consumption and export.

Waking up to the need to promote the variety which already has a market in USA, Australia and यूरोपan countries, India's premier agricultural research institute is set to suggest an action plan to the government on how to promote black rice and other varieties.

The plan is expected to not only earn foreign exchange for the country but also improve the condition of farmers in the northeast and elsewhere.

Setting the stage for such a move, chief of Indian Agricultural Research Institute (IARI) Trilochan Mohapatra on Friday threw a question at a gathering of eminent scientists here at a conference on the occasion of World Food Day when he asked whether they (scientists) were leaving out other regions (non-Basmati rice producing areas) in their research.

"There has to be a concrete action plan (to promote other varieties of rice from other regions). I believe this conference will throw light on the issue in next two days", said Mohapatra in what is largely believed to be a move to push other unique rice varieties, having high nutritional value, through government intervention.

In value terms, India exports rice worth over Rs 40,000 crore with the maximum foreign exchange coming to the country through export of Basmati variety. Though the country has done exceedingly well with arrival of a new Basmati variety (Pusa-1509), the idea is to increase the share of other varieties of rice as well in the international markets.

Head of the IARI's genetics division, A K Singh, who was the chief breeder of the popular and hugely successful Pusa-1509 variety of Basmati rice, admitted the importance of promoting other unique variety like black rice as well for larger interest of farmers in different regions. Singh told the TOI: "Black rice has medicinal value. Being rich in decease-fighting antioxidants, it is anti cancerous as well".

Other scientists, assembled here for the conference on "promoting exportable rice varieties and evolving a sustainable development model", too pledged to promote all such varieties including black rice which got pushed into the background over the years.

The greatest cost of stunting isn’t stature but brain power. Repeated studies have found that malnutrition early in life reduces intelligence in ways that can never be regained. The brains of stunted children don’t develop properly — you see the difference in brain scans — which is perhaps why stunted children on average drop out of school early.

“We’re not focused on stunting because we fear kids will be too short,” said Shawn Baker, a nutrition expert at the Bill and Melinda Gates Foundation, who accompanied me on visits to rural areas here. “We’re focused on stunting because it’s a proxy for cognitive development, and because kids are at risk of dying.”

The win-a-trip journey is a chance to spotlight issues that aren’t sexy but matter most. And when hundreds of millions of children are unnecessarily malnourished, holding them back all their lives, that should be a global priority.

Now a couple of bold new theories are emerging to explain why India does so poorly in child nutrition.

The first is that the low status of women leads to maternal nutrition in India that is much worse than previously believed. Women often eat last in Indian households — and 42 percent of Indian women are underweight before pregnancy, according to Diane Coffey, a Princeton University economist. Then during pregnancy, Indian women gain only half the recommended weight.

“The average woman in India ends pregnancy weighing less than the average woman in sub-Saharan अफ्रीका begins pregnancy,” Coffey writes in the Proceedings of the National Academy of Sciences.

The upshot is that many children are malnourished in the uterus and never recover.

One woman we met, Sahliha Bano, is a villager with an 11-month-old girl named Munni, who is acutely malnourished. The family doesn’t have a toilet (few in the village do).

Bano herself reflected other factors sometimes associated with malnutrition. She is illiterate and was married at about 14, and Munni is her sixth child. Bano rejects birth control because she believes it is against God’s wishes.

These are complex issues, but if Afghanistan and Bangladesh can make great progress (along with Indian states like Kerala), so can all of India. Manmohan Singh, India’s former prime minister, called child malnutrition “a national shame” — but there’s still no political will to address it.

Instead, in a political move to win support from religious groups that object to eating fertilized eggs, the state of Madhya Pradesh recently rejected the idea of serving eggs in child-feeding programs. The result will be more children added to the hundreds of millions held back unnecessarily for the rest of their lives — as a great nation weakens itself.

Asserting that its foreign policy towards Russia has never changed, external affairs minister Sushma Swaraj on Tuesday said it was its "tried and tested real friend".

During her meeting with Russian foreign minister Sergey Lavrov, Sushma Swaraj said she was very happy to convey that there was progress on all components "Druzhba-Dosti", the vision document agreed upon during the meeting between Prime Minister Narendra Modi and President Vladimir Putin last year.

"I want to tell you that Russia is India's tried and tested partner and a real friend. Our foreign policy towards Russia has always been the same," Swaraj said.

On his part, Lavrov said he was hopeful that Swaraj's visit will provide impetus to India-Russia ties.

"Traditional laws are not stringent enough to yield any देसीred positive result. Suggestion of castration looks barbaric, but barbaric crimes should definitely attract barbaric model of punishment. Many may not agree with this. Still, everyone needs to understand the stark reality in society and appreciate the punishment suggested," said Justice N Kirubakaran, pointing to the fact that the conviction rate in cases of sex offence against children is a mere 2.4% and that between 2008 and 2014, crimes against children had increased by 400%.

"This court is sure that additional punishment of castration of child rapists would fetch magical results in preventing and containing child abuses," said the judge while pointing out that chemical castration had come into force in several countries including the US. The judge was passing orders on a plea from a foreigner facing paedophile charges in TN for quashing the case. Turning down the plea, the judge, however, stayed the red corner notice issued against him making it clear it was being done to facilitate his participation in a criminal trial.

The immediate provocation for the court to make such a drastic suggestion was the brutal gangrape of children in Delhi last week. Calling it a "blood-curdling" and "horrific" incident, Justice Kirubakaran said castration must be an additional punishment for child abusers, especially child rapists. Incidentally in 2013, at the height of the protests in the capital over the Nirbhaya case, Tamil Nadu chief minister J Jayalalithaa had similarly called for death or chemical castration for rapists through amendments in Central laws.

Castration is done on child sex offenders in Poland, Russia, Estonia and nine US states including California, Florida, Oregon, Texas and Washington, he said, adding, "South Korea was the first एशियाn country to make castration a punishment."

"Inspite of many penal laws and the recent POCSO Act, 2012 prescribing severe punishment for crimes against children, the number of such cases has increased from 38,172 in 2012 to 58,224 in 2013 and to 89,423 in 2014. When law is ineffective and incapable of addressing the menace, this court cannot keep its hands folded and remain a silent spectator, unmoved and oblivious to the recent happenings of horrible blood-curdling gang rapes of children in various parts of India. It would not only be injustice done to the child abuse victims, but would also amount to violation of the oath taken by this court," the judge said.

This suggestion of castration would be condemned, censured and criticised as "barbaric, retrograde, stone-aged, cannibalistic and inhuman," Justice Kirubakaran said, adding that human rights activists who oppose castration are concerned mostly about offenders and perpetrators, unmindful of the physical, psychological and the emotional trauma undergone by victims. "Those activists should first exhibit sympathy and support to the victims of such crimes by visiting and consoling them at the hour of crisis instead of having misplaced sympathy on the perpetrators," he said.

Apart from "native monsters," there are foreigners "regularly landing" here to abuse our children, the judge said, adding that the case before him also concerned one such person who allegedly abused a 15-year-old boy. The British national had paid money to the boy's mother and promised to offer quality education to the boy. He took him to Delhi where he stayed with the boy in a room and assaulted him, all in 2011. After a service organization moved court and got the boy rescued, a case was registered and a chargesheet too was filed.

In his present petition, the Briton wanted the case to be quashed on the ground that the boy's mother herself had said it was not kidnap and abuse, but she had sent the Class IX boy voluntarily. The prosecution, however, pointed out that the mother's retraction itself was proof of tampering of evidence by the foreigner, and that the boy himself had stated before the magistrate that he was trafficked and abused by the Briton.

In the backdrop of lynching and defacing of Muslims over beef consumption, senior Uttar Pradesh minister and Samajwadi Party leader Mohd Azam Khan on Tuesday said Muslims were being targeted.

"Muslims are being targeted in the name of beef. Where do we go?" he asked while replying to a query by reporters on the ink attack on Independent MLA from Jammu and Kashmir Sheikh Abdul Rashid by a right wing outfit in Delhi on Monday.

Khan said, "Only one thing is left that we should write Muslim on the map of India and smear black ink on it."

He said if eating beef was a sin then the punishment given to Rashid, should also be meted out to Justice (retd) Markandey Katju and author Shobhaa De.

Khan said in that case half of the Indian population should be punished.

"Muslim community is a weak community which is being punished," he rued.

On Monday, Rashid was the target of fringe Hindu outfit Hindu Sena which threw ink and mobil oil on him at the Press Club in Delhi protesting against the beef party he held in Srinagar earlier this month.

The rape suspects offered a $15,000 settlement if Bitiya's family would drop the case, bringing the money in cash to her home with its dirt floor. Bitiya had never seen so much cash — but scoffs that she wouldn't accept twice as much.

"I want them in jail," Bitiya says. "Then everyone watching will know that people can get punished for this."

Civil society scrutiny belatedly led to the arrest of four men, who were then released on bail.

The case has been dragging on since, and Bitiya's father died of a heart attack after one particularly brutal court hearing.

The family also fears that members of upper castes will kill Bitiya's 16-year-old brother, so he mostly stays home — which means he can't take jobs, leaving the family struggling to afford food.

"I never felt tempted," adds her grandfather.

Bitiya says she does not feel disgraced, because the dishonor lies in raping rather than in being raped.

And the resolve that she and her family display is having an impact.

The rape suspects had to sell land to pay bail, and everybody in the area now understands that raping girls may actually carry consequences.

So while there were many rapes in the village before Bitiya's, none are believed to have occurred since.

Madhavi Kuckreja, a longtime women's activist who is helping Bitiya, says the case reflects a measure of progress against sexual violence.

"There has been a breaking of the silence," Kuckreja said. "People are speaking up and filing cases."

Kuckreja notes that the cost of sexual violence is a paralyzing fear that affects all women and girls. Fearful parents "protect" daughters from sexual violence and boys in ways that impede the girls' ability to get an education, use the Internet or cellphones, or get a good job. For every girl who is raped, Kuckreja says, many thousands lose opportunities and mobility because of fear of such violence.

That holds back women, but also all of India. The International Monetary Fund says that India's economy is stunted by the lack of women in the formal economy.

In one village, I asked a large group of men about rape. They insisted that they honor women and deplore rape — and then added that the best solution after a rape is for the girl to be married to the rapist, to smooth over upset feelings.

India temples to Venkateswara

Venkateswara temple in every state capital of India

As part of its plans to have a Lord Venkateswara temple in every state capital of the country, the Tirumala Tirupati Devasthanams (TTD) is building a temple in Dehradun in Uttarakhand, a senior government official on Saturday said.

TTD joint executive officer Pola Bhaskar told reporters here that Uttarakhand government has allocated land for the Lord Venkateswara temple and construction would commence soon.

"Already, land has been allocated by the government. We have called for tenders. The agents have been finalized. Plans and देसीgns are there. Just work has to start," he said.

Asked the timeframe for building the temple, he replied that it would take about two years.

Bhaskar also said that construction of Lord Venkateswara temple at Kurukshetra in Haryana would be completed in six months.

"We have already requested the chief secretaries of all the states to allot land measuring five to ten acres (for building a Lord Venkateswara temple)," he said, while replying a query on TTD's plans to construct temples in different parts of the country.

Stating that Maharashtra has responded, Bhaskar said that they were pursuing with other state governments also for the purpose.

TTD has already built temples in some states including New Delhi and Chennai.

Meanwhile, TTD is conducting 'Sri Venkateswara Vaibhaotsavam' at Jawaharlal Nehru Stadium in New Delhi between October 31 and November 8, where replica of the Tirumala deity would be recreated and pooja akin to the holy hill shrine would be performed for Lord Venkateswara.

Hardik Patel arrested for 'insulting' tricolour

Detained Patel quota agitation leader Hardik Patel was arrested on Monday by Rajkot Police after an FIR was filed against him at Paddhari police station for allegedly insulting the national flag.

According to Rajkot (rural) superintendent of police (SP) Gagandeep Gambhir, police have collected concrete evidence before filing an FIR against Hardik, who is already under preventive detention of local police since Sunday.

"We have checked all the video footage, which clearly suggested that Hardik did commit an offence of insulting the national flag (on Sunday). Thus, police have lodged an FIR against Hardik at Paddhari police station on Monday. After which, we have arrested Hardik," said Gambhir.

According to Gambhir, Hardik's feet allegedly touched the national flag, which he was carrying, as he jumped on a car in an attempt to talk to the media when he was stopped by the police at Madhapar crossroads on Sunday while on his way to the stadium.

"When he was stopped by police, he suddenly jumped on the roof of his car with the national flag. While doing so, the flag touched his feet, which is against the dignity of the tricolour. This is not allowed as per the law," said the SP.

On Sunday, Hardik was detained by police on his way to Khandheri cricket stadium in Rajkot ahead of the India-South अफ्रीका One Day International. He had threatened to stage a protest at the stadium.

According to Gambhir, Hardik will be produced before a local court in Paddhari on Monday.

The government is devising ways to ramp up online dissemination of data and make more data available to public for free

An effort that is in line with Prime Minister Narendra Modi's Digital India initiative.

The ministry of statistics and programme implementation is in the process of drafting an agenda note in which it has differentiated between data that can and cannot be shared on its website, officials said. It is planning to make the "sharable data" available to everyone for free, in contrast to the current practice of charging a nominal fee for accessing data at the unit level, they said.

At present, the government charges fees for providing data from the national sample surveys, Annual Survey of Industries and the economic census. This goes against the spirit of the open data policy, officials said.

An internal committee of the ministry had earlier suggested continuing with the existing system of pricing of data but many officials said that it is taxpayers' money that is used for surveys and data collection and hence, the government should not charge fees from people who wish to access that data. The government earns about Rs 7 crore a year from the fees.

"We want every ministry to have a negative list wherein they specify the kind of data that they don't want to share because of its strategic importance and confidentiality," said an official privy to the development. Another official said that once the ministry itself draws clear lines on what data can be shared, it will recommend the same to other ministries.

The statistics ministry, on its part, does not plan to share worksheets on which it makes calculations and estimates. Besides, unit level data where names of individuals have to be disclosed will be off limits. "We identify units with the help of geospatial data which is many a time sensitive from security point of view," the official said.

The agenda note that the ministry plans to submit to National Statistical Commission chairman Pronab Sen is also likely to mention the mode of dissemination of information and access - restricted or otherwise.

China daily cautions India over naval exercises with Japan, US

Naval warships, aircraft carriers and submarines from the U.S., India and Japan steamed into the Bay of Bengal on Saturday as they took part in joint military exercises off India’s east coast, signaling the growing strategic ties among the three countries as they face up to a rising चीन.

The sea drills, part of the six-day-long Malabar exercises, will cover the full spectrum of naval maneuvers, including military-to-military coordination and anti-submarine warfare, according to a joint statement.

The U.S. has deployed the aircraft carrier USS Theodore Roosevelt, a missile cruiser and a nuclear-powered submarine for the annual exercises, which end Monday.

“India and Japan both are fantastic partners of the United States,” Capt. Craig Clapperton, commanding officer of the USS Theodore Roosevelt, told reporters on board the ship. “We share a great deal in common, and we certainly have very strong economic, military and political relationships and friendships with India and Japan.”

A Chinese state-run newspaper, however, cautioned India to guard against being drawn into an anti-चीन alliance.

“The चीन-India relationship is on a sound track, and healthy ties are beneficial to both countries,” the Global Times said. “India should be vigilant to any intentions of roping it into an anti-चीन camp.”

Almost simultaneously, चीन’s People’s Liberation Army and the Indian army are conducting joint counterterrorism exercises in southwestern चीन.

चीन has long been wary of joint maritime exercises between India and the United States, but is especially concerned now, with Beijing involved in a host of disputes with Japan, South Korea and several of its Southeast एशियाn neighbors in the South चीन Sea.

This year’s Malabar exercises are being held against the backdrop of expectations that the U.S. might directly challenge Chinese claims in the South चीन Sea by sailing a Navy ship inside the 12-nautical-mile (21-kilometer) territorial limit surrounding an artificial island built by चीन.

"We have launched a manhunt for the suspects. So far no-one has been arrested," west Delhi police chief, Pushpendra Kumar, told AFP.

In a separate incident, a five-year-old girl was gang-raped by three men in the east of the city.

Police say she was lured to a neighbour's house where she was repeatedly raped.

The incidents come one week after a four-year-old girl was allegedly raped before being abandoned by a railway track in the capital.

The girl, who was found near her home in a poor neighbourhood in the north of the city, had been slashed with a sharp object and had severe internal injuries.

Police have arrested a 25-year-old man in connection with the attack.

The head of the Delhi Commission for Women, Swati Maliwal, has visited all three girls and said they had received horrific injuries that left them in an extreme amount of pain.

She said not enough was being done to punish those responsible for such crimes. Of 11,000 crimes against women registered with Delhi police in 2014, she said, only nine had been prosecuted.

"There is this complete lack of fear because if the convictions are not happening… if people are not having to pay the price for what they have done, then how is it that things will change in Delhi?" she told the BBC.

The latest attacks have caused outrage in the Indian capital, with many people taking to social media to express their disgust at the crimes.

The gang rape and murder of a student in 2012 in Delhi led to protests and new anti-rape laws in the country.

"The government's policy is that all religions are equal and it does not believe in appeasement. In a case of murder, guilty should be punished," he said.

On his ministerial colleague Mahesh Sharma's statements after the Dadri killing, Singh said that he (Sharma) is not a spokesman of the government. Sharma had called the lynching a Muslim man in Dadri over rumours of eating and storing beef an accident and that it be not given a communal tinge.

India Housing Market Ready for Correction

There are 750,000 unsold apartments in seven cities alone, including those in Mumbai, the National Capital Region (NCR) and Bengaluru.

Will that be enough to revive India’s housing demand? Will it save the realty sector from crashing? Why is India’s housing sector staring at an imminent crash?

A majority of demand for homes in India is in the affordable segment. However, most developers are coming out with high priced premium and luxury apartments that most buyers can’t afford. Over 69% of the unsold homes in Mumbai are priced above Rs1 crore or more. The result is huge unsold inventories.

The inventory pile-up is so huge that it would take at least five years in the NCR and three years in Mumbai to sell them off, according to a report by Knight Frank India, a property consultancy. Rajan is right when he says the salaried class can’t afford to buy flats in India’s top cities. Obviously, builders will face shortage of buyers.

Secondly, India’s home market is driven by investors rather than end users. Thus, if homes prices continue to remain flat for long, investors will start losing interest, as they are in the market for a good return on the money invested.

Return comes in two ways—capital gains from the appreciation in the home prices or rental income. At present, apartment prices are either stagnant or witnessing a mild correction in most parts of India, and more so in the NCR.

When it comes to rental income, a typical two-bedroom, 1,000 square feet apartment in the Mumbai suburbs of Andheri East or Malad with a quoted price of anything between Rs1.5 crore and Rs2.5 crore will generate an annual rental income of anything between Rs3 lakh and Rs6 lakh. That is 2% to 2.4% of the capital value of the apartment.

Expenses on account of property taxes, society maintenance charges and the normal wear and tear of the apartment devour around 20% to 30% of the rental income depending upon the age and location of apartment building. Then, you also have to consider capital gains taxes in case you decide to sell.

It’s important to realise that buyers have to pay both the principal (apartment price) and interest. A 50 bps rate cut on a Rs50 lakh loan with an interest rate of 10% for 20 years means that the EMI will drop from Rs48,251 to Rs46,607.

Will you buy something that cost you Rs50 lakh just because your EMI is now down by Rs1,644 a month? Most people will not, especially when you can rent that Rs50 lakh apartment for just Rs10,000 or Rs12,000 a month.

It doesn’t make sense to buy a two-bedroom apartment for Rs2 crore and enslave yourself for life in a bad job or with a bad boss. Why buy when you can rent it out for just Rs50,000 a month at the most. I stay in a house that is priced at Rs1.5 crore, but I pay only Rs32,000 a month as rent when home loan interest rate is 10%. Why can’t you?

Even if you want to buy your dream home, what’s the hurry? Prices are not moving up so it makes sense to wait till then, stay in a rented accommodation of your choice, at least till the housing regulator becomes a reality. There are so many unoccupied apartments to choose from irrespective of what your local brokers say about availability. My advice: please don’t go for under-construction apartments, even if you think that the payment plan offered by builders is too good to refuse. For instance, pay 20% now and the balance 80% on possession. Well, 20% of Rs2 crore is Rs40 lakh. And at 10% per year, your interest outgo would be Rs4 lakh annually, which is more than sufficient to rent a decent 2 BHK apartment

The terminal will help the exports and imports by reducing the turnaround for ships, and the expansion is being taken up at a time when the country is aspiring to be a manufacturing powerhouse with the launch of the 'Make in India' initiative. The fourth terminal project is being executed by Bharat Mumbai Container Terminal, a subsidiary of Port of Singapore Authority, on a देसीgn, built, fund, operate and transfer basis under which JNPT will get a 35.9-per cent share in the total revenue earned.

"With the two-phased project, the overall container handling capacity of JNPT will more than double to 10 million standard units from the present 4.5 million," Union shipping secretary Rajive Kumar said.

Work on the project has been divided into two phases entailing an investment of Rs 4,719 crore for the first phase and Rs 3,196 crore in the second. The work is scheduled to be complete by the end of 2017.

The project involves construction of two berths of one km in each of the two phases and land acquisition is also minimal as 70 hectares will be reclaimed from the sea for each of the berths.

Department of Atomic Energy is carrying out nuclear energy programme in India. The Indian Nuclear Power Programme has the following three stages.

PHWRs use natural uranium as fuel and heavy water as moderator and coolant. The देसीgn, construction, and the operation of these reactors are undertaken by public sector undertaking the NPCIL (Nuclear Power Corporation of India Limited). The company operates 16 reactors (2 Boiling Water Reactors and 14 PHWRs) with a total capacity of 3900 MWe.

2.Second Stage: It was envisaged to set FBRs (Fast Breeder Reactors) along with Reprocessing plants and plutonium-based fuel fabrication plants. Plutonium is produced by irradiation of Uranium-238. The Fast Breeder Programme is in the technology demonstration stage. Under this stage, the IGCAR (Indira Gandhi Center for Atomic Research) has completed देसीgn of a 500 MWe PFBR (prototype fast breeder reactor) being implemented by BHAVINI (Bharatiya Nabhikiya Vidyut Nigam).

3.Third Stage: The Indian Nuclear Power Programme is based on the thorium-uranium-233 cycle.Uranium-233 is obtained by irradiation of thorium. Presently this stage is in technology development phase. The ongoing development of 300 MWe AHWR (advanced heavy water reactor) at BARC (Bhabha Atomic Research Centre) concerns thorium utilization and its demonstration.
