I learned about NTRPG the other day and I've been thinking about something like it.

Japan is used to making VN-styled RPGs, that involve very simple fighting that is made better by good art and creativity; I'd advise picking inspiration from there. You can easily have simple RPGMaker sprites moving on a map, and then finding enemies in dungeons/towns/roads/etc., that open a new window specifically for the fight. You can either have only the enemy's art, or the enemy facing the party, with some animation for each attack.
Another possibility, since it seems so dedicated to the boy fucking girls a bit unexpectedly and because it's his "duty", might be to have two different XP systems for him specifically : one for fighting abilities, and another one for "fucking" abilities.
Basically, in the case of female enemies, they can sometimes use lewd attacks on him, which might make him lose some HP, but raise his lewdXP. This lewdXP could be useful to "recruit" more girls, as the higher it is, the easier it is to recruit the girls.
