First the remove Ebola-chan's ability to love by cutting out her VP30 gene.
Next they drop her mutilated body in love-saturated monkey kidney cells so she'll be able to spread using the monkey love.
Then they wait for her to starve to death and inject the dead Ebola-chans into the bloodstream where the immune system learns to recognize the loveless abomination.

It's not how modern vaccines are produced. Using whole virus makes production costly and dangerous because step 1 is create a bunch of the viral agent you're trying to vaccinate against. Today they try to isolate one or two proteins sequences unique to the virus for the immune system to latch on to and then synthesize the proteins.

The method they're using here, though ostensibly "safe", could still result in an unexpected mutation and a brand-new, younger sister for Ebola-chan. We can only hope.
