I'm also a filthy foreigner, but from what I can tell: No, this is a basic miko attire: haori + hakama. If you aren't sure what type of kimono it is, then just call it "kimono". A yukata is a certain, rather thin type of Kimono used during the summer. If it doesn't have a obi, it sure isn't a yukata.
