I'd argue it's very cyber in the sense that it's a distributed genre spontaneously developed through an pseudonymous digital network, incorporating heavy sampling/appropriation, with a sense of cynical irony towards neoliberal capitalism, designed formulaically in a way that minimizes artistry in favor of content curation (i.e. specifically its origins in simplistic slowdowns). That last point is interesting because it's conceivable an algorithm could endlessly produce the 'purest' vaporwave with the right data input (easily pulled from RYM or discogs)
It's not cyber in the way most people would think it is, because it visually incorporates "shit that looks cyb". Beyond its accelerationist cynicism, which it de-emphasizes/fangs from its contemporaries/predecessors in favor of retro nostalgia, it's an irrelevant footnote, or a corruption stemming from the nature of tumblr's design which privileges scrubbing conceptual content in favor of aggressive tribal signaling.
