Judging from what happened to Asriel, it was a safe guess that the monsters were on killing terms with that village for the time being. So the choice was to either use that soul and storm out at once, meeting the exact same humans who will probably kill on sight, and be forced to wipe out an entire village, possibly a nation. Or wait it out. Wait for a mere 6 humans to come and kill those.
Ask yourselves, 6 humans vs at least an entire village of them. And the only price is to wait a few more years. Does this sound like what Toriel says is the nicer or better thing to do? The whole speech was only to give the monsters hope. False hope is still hope.

There's also the possibility that Asgore never directly killed any of the humans, just that he encouraged monsters who were bitter about being stuck underground to do so.

Hah. Though, as funny as that is to think about, the Toy Knife soul might be the one exception to the 'they died where you find their stuff' theory. Nothing can enter the Ruins past the locked door thanks to Toriel, save for spiders, ghosts, and things that dig so, Flowey. But Asgore has Toy Knife kid's soul, despite none of his guards being able to enter the ruins- and if they really did die in there, it's very unlikely Toriel would have handed over the soul to Asgore- according to the bunny shopkeeper, absolutely nobody even knew Toriel was in there to begin with.
So there's only two ways their items could have wound up there, but their soul at the castle: Something killed them in the ruins and brought the soul out for some reason (Flowey would be the most capable and likely to kill something in there, but probably wouldn't have handed over the soul). Oooooor, more likely, Toy Knife kid was also killed outside of the ruins like the others, possibly one of the first.
We don't know exactly -when- Toriel fled after Asgore started spiking tykes. It's possible she simply discovered the items herself and brought them to the ruins on one of her grocery trips that the Froggit outside her home mentions. It'd really go far in explaining why she's so paranoid about your safety- she's already come across the implied aftermath of Asgore's dickery once.
