You can get most of this from military surplus stores or thrift stores. The wearable tech should fulfill some clear purpose - hopefully with the intent of reducing reliance on smartphone functions or replacing it entirely with your shit, a burner for phone functions, and Clip+ with Rockbox for listening to Perturbator on the go.
Also, you should probably have a pack with your other gear. I use a military surplus assault pack with currently for EDC:

It's pretty handy to have around, since it bundles most of the tools you might need. Someone's disk has crashed and you need to recover a file from it? ddrescue is on there. Need to hop on tor real quick? Not a prob, bob. Someone forgot a windows password? chntpw. The only shitty part about it is the size (3 gigs), the awful desktop environment and that waste of space that is metasploit. Luckily you can remove gnome and metasploit with a custom spin of kali, but in that case you could just as well build a custom liveusb based off of nearly any distro.

A nice, black, slim fitted bomber jacket is usually pretty cheap, and is minimal as hell. Skinny jeans look good, even though autism-pants fags will tell you otherwise. From the pic in the OP though I assume I don't have to convince you on those though. Sticking with brown, grey, and black will keep the outfit /cyber/, without making you look like you're cosplaying an Animer character though.
If you're willing to go with a few splashes of a bright color on top of all black, like violet or lime, your outfit can look a bit more /cyber/ but a bit less practical.

That's not how it works. Hundreds of millions of CCTV monitored sites are accessible to a certain defense contractor. Most of the sites are privately owned, places like malls. I recently got a pair of Duluth Firehose pants and they're bomb.
Tough as fuck, comfortable, has plenty of pockets and a couple loops on the thigh for knife/tool clips. One interior pocket that's decently sized as well. Each cargo pocket (including back pockets) have velcro on the inside and out so you can tuck the flaps in securely if you want. Both cargo pockets have two smaller pockets on the outside.
I wear it with t-shirt/sweatshirt/jacket and switch between sneakers (I wear Nike Dunk Low Pro SB) and work boots depending on what I'm doing that day, and if I want a street/urban or workwear look. I don't stick to black/grey much but I don't go too bright either. I've got a lot of brown and khaki, some dark green.
I'm planning on buying more so I can rotate through them instead of wearing inferior quality pants and styles. They've also got a jeans version without the cargo pockets. I prefer pants on the baggy side like BDU's.

From my point of view /cyber/ fashion should always be designed somewhat utilitarian in the sense that it isn't just there to look somewhat futuristic but to also serve a purpose.
I personally am not a fan of all this over the top cyber fashion that looks like it has been designed by a twelve year old who has seen Ghost In The Shell for the first time.
I'd go with something that has a dark colour palette and is rather subtle but still /cyber/ looking:
1. T-Shirt (Basic stuff will suffice)
2. Utility Jacket (Look at pics related)
3. Cargo Pants have a somewhat utilitarian vibe to them but I'd say you can go with black or grey jeans as well

This is how it's done. I wear a tshirt (want to switch to some nice button ups tho), M65 jacket (surplus, they've got 4 big pockets), cargo/work pants or jeans, and either sneakers or work/combat boots. Oh and a Casio F-91W or calculator.
It could be better but it's basic and I'm comfortable in it.
I need ideas for hot weather though. I was thinking hiking boots and shorts, and some button ups because they're way more comfortable than t-shirts in heat.

You've got milsurp, which is cheap and stronk. Unfortunately, you will definitely stand out if you go beyond the fashionable 'veneer-level' (e.g. fishtail parkas) and start lifestyling it, for instance wearing those warm but incredibly ugly polymer fleeces, or god forbid a string vest.
You've got chinese sweatshop clothing (e.g. Primark), which is cheap and won't stand out if you choose your pieces correctly. It's not the conventional definition of 'pretty', rather a kind of urban camouflage or cultivated mediocrity. Anybody who gives you shit about it is probably not a good person.
Then you've got high fashion like >>40693. It is pretty and ostensibly stronk. 'Military-inspired' brands like A.I. (left) make little adjustments here and there in the name of plain looking good. On the other hand, the NikeLab jacket on the right is just pointlessly expensive but you know you'd wear it, maybe debranded somehow if you don't like megacorp livery.
