Container Surge Continues at Port of Los Angeles

The Port of Los Angeles reported its best single month in its history. In a media briefing, port executive director Gene Seroka announced the port processed 1,042,652 TEUs, 23k TEUs more than the July 2025 record.
This was the highest volume processed by any port in the Western Hemisphere. It was also the 10th time the port moved more than half a million loaded imports in a single month. It is the only U.S. port to have achieved this.
September marks the port’s fourth straight month of historic volumes. The port processed 540k loaded TEUs, which was the best inbound tally ever.
“The strong volume was the major retailers frontloading ahead of tariffs,” said Seroka. “But outbound volumes remain softer than normal, which reflects the ongoing challenges facing American farmers and manufacturers. “
A tealeaf on future demand for Asian products: the amount of empty containers. The port processed 371,000 empty containers- the highest monthly total in port history.
“September puts us on a strong pace as we head into the final quarter of 2026,” said Seroka. “These numbers are extraordinary.”
The strong results buck the trend of an import slowdown reported by Global Port Tracker and the National Retail Federation (NRF) and Hackett Associates.
Seroka said U.S. companies still face short-term supply chain planning challenges.
“Importers are making decisions quickly based on tariffs, costs. cost, and demand,” said Seroka. “For now, purchase orders back in Asia remain solid, and our customers are moving that cargo when the opportunity is there. So, while November and December are a little bit hard to predict, we’ve got solid momentum heading into the final stretch.”
Willy Shih, professor of management practice in Business Administration, Harvard Business School, added, “Companies are moving from purely optimizing for cost to optimizing for options. They are asking, ‘ How do I create more optionality so I can move around? How do I hedge for tariffs or things like that with front-loading rather than maybe relocating? We saw that with all the front-loading over the last year and a half; supply chain diversification is happening, but it’s growing much more slowly than people would like. That type of thing takes time.”
China accounts for about 40% of total cargo volume for the Port of Los Angeles and 60% for the Port of Long Beach.
The U.S.-China trade war has pushed China to diversify manufacturing across Southeast Asia. Both Noel Hacegaba, CEO of the Port of Long Beach, and Seroka use Vietnam as an example of this trade expansion. Both port heads expect another frontloading wave before the U.S.-China trade truce expires on January 10th.
“While China’s share of our business at the port has dropped from 60 to 40%, we’ve continued to grow, as that sourcing starts to really take effect in Southeast Asia,” said Seroka. “When I’m in Hong Kong, Guangzhou, and Shanghai over the next 10 days, one thing I’ll be checking is: what do these purchase orders look like? Is there a rate of cancellation, or are orders steady 90 to 120 days out?”
Seroka credits port stakeholders with handling high volumes and shifting global trade routes that are bringing more volume to Los Angeles. But he cautions that rising energy costs are affecting the local trucking community.
“Diesel is absolutely impacting trucking,” Seroka told gCaptain. “Diesel prices are up 62% since February 28th. More than half of the truckers registered to do business here are small businesspeople with five rigs or fewer. And this is not necessarily a price hike that can be passed on. If you’re a small business competing with larger companies that can absorb some of this shock, that’s a tough spot to be in.”
Two-thirds of the containers leaving the Port of Los Angeles travel by diesel truck. Diesel prices in California are the highest in the nation at $8.36 per gallon as of October 9, 2026, according to AAA’s state price comparison.
Seroka warns that diesel costs raise the cost of moving merchandise, and that the price increase eventually shows up in stores.
“Fuel at the pump here is up 36 percent since the end of February,” said Seroka. “All these costs get passed on to the American families. That’s fact. And at a time when the American economy is moving forward, what could this economy’s growth have looked like without the tariffs, trade policies, and energy price hikes? This conversation is not over yet. Affordability for American families is front of mind every day and night. We’ve Got to find our way out of this.“

Port of Savannah Sets September Container Record as Imports Rise

The Port of Savannah handled a record 504,015 twenty-foot equivalent units in September, up 3.7% from a year earlier as strong imports and a later-than-usual peak season boosted volumes.
The September result pushed container traffic for the first quarter of the Georgia Ports Authority’s fiscal year above 1.5 million TEUs, an increase of 2.7%, or 40,560 TEUs, compared with the same period last year. GPA said it was the second-strongest fiscal first quarter in its history, behind only fiscal 2023.
Loaded imports drove much of the growth, rising 5.5% year over year.
GPA attributed the increase to continued consumer demand and an extended peak shipping season, with typhoon-related delays at Asian ports shifting some cargo into September.
“Thanks to our Georgia Ports employees, Gateway Terminals and the ILA, we are providing world-class service to our customers while handling record volumes,” said GPA CEO Griff Lynch.
The authority is continuing a major expansion program in Savannah, including a $1.6 billion redevelopment of Ocean Terminal. The project is more than 60% complete and is expected to increase the terminal’s annual container capacity from about 200,000 TEUs to 1.75 million TEUs.
A new road connection is also aimed at improving landside cargo flows. The Brampton Road Connector, opened in July, created a third high-volume truck route into Garden City Terminal’s Gate 3 while bypassing local neighborhood roads and at-grade rail crossings.
“We know our customers have a choice and we’re thankful for their choosing Georgia Ports,” said GPA President Kevin Price. “The capital investments we’ve made are now paying off in service levels for our customers and fluidity for our trucking partners.”
GPA also pointed to improving conditions at the Panama Canal as a positive sign for shipping through the remainder of the year.
The Panama Canal Authority plans to restore Neopanamax capacity to a maximum of 10 transits per day beginning Oct. 15, bringing total daily transit capacity across the canal to 33 vessels. The maximum authorized draft for Neopanamax vessels stood at 49 feet as of Sept. 28.
In Brunswick, meanwhile, total roll-on/roll-off volumes fell sharply. The Port of Brunswick handled 43,415 RoRo units in September, down 22% from the same month last year.
Heavy machinery was a brighter spot, rising nearly 12% to 3,754 units from 3,359 a year earlier.
Georgia Ports is planning nearly $5 billion in investment over the next decade, including five additional big-ship container berths in Savannah and a fourth RoRo berth in Brunswick.

French Navy Boards Russia-Linked Tanker in the Indian Ocean

The French military has boarded the sanctioned shadow fleet tanker DF Peak on the high seas of the Indian Ocean, hundreds of miles from land. It is perhaps the most remote, far-removed interdiction of a Russia-linked tanker since the beginning of the invasion of Ukraine in 2022.
French President Emmanuel Macron announced Monday that the Marine Nationale had boarded the tanker at a position about 450 nautical miles to the south of the department of Réunion, the French island territory east of Madagascar. Macron said that the ship was suspected of flying a false flag and conducting "illicit fuel transportation activities."
"This action, carried out in accordance with international maritime law, demonstrates our determination to uphold the rule of law and combat all illicit trafficking, wherever it occurs," Macron said in a statement.
DF Peak has a long history in Russian service. Built in 2006, the 110,000 dwt tanker served in the state-owned Sovcomflot fleet as the NS Captain until 2024, when it was renamed Kaliningrad. It took on its current name in 2025. It became part of the SCF-linked, Dubai-based Sun Ship fleet in early 2022, and is currently managed by a company in Hong Kong.
The vessel's Equasis record suggests that it is falsely flagged in Benin, a national register once known as a haven for the Russia-linked shadow fleet. Benin has taken steps to deregister noncompliant tonnage and push back against the fraudulent, unauthorized use of its flag, a persistent pattern for sanctioned vessels.
The DF Peak was sanctioned by the U.S. government in 2024, then subsequently by the EU, Switzerland, Canada, the United Kingdom and Ukraine. The Ukrainian government has also sanctioned one of the vessel's former captains.
Catherine Vautrin, France's defense minister, said that the DF Peak is now under escort and that the inspection continues. The vessel is far outside of French territorial seas, but Vautrin said that the legal authority for command of the boarding fell under the regional prefect of Reunion.
"International law is not optional. Our armed forces are fully mobilized to enforce it and combat illicit activities at sea," Vautrin said.
The boarding fell just days after the White House opted to pause sanctions on Russian diesel exports, an attempt to ease fuel prices ahead of the U.S. midterm elections in November. The Trump administration hopes to boost Russian distillate sales on the global market, the opposite of European sanctions policy towards Moscow.

Hackers raise fridge temperatures at hundreds of French supermarkets to spoil food
Hackers have raised refrigerator and freezer temperatures at hundreds of French supermarkets to as high as 50 degrees Celsius, causing fires and spoiling food.
The Paris prosecutor's office said a "large-scale" attack was "affecting connected refrigerators in several major food retailers across France", leading to food losses and fires.
Prime Minister Sebastien Lecornu has instructed France's National Cybersecurity Agency (ANSSI) to investigate.
France was coordinating with European counterparts because other countries could also be affected, a spokesperson for his office said, adding that authorities were assessing whether other French companies were at risk.
Felix Aime, a senior cyber threat intelligence analyst at Sekoia Threat Detection and Research, said Spain, Portugal, Poland, Germany and Belgium had also been affected.
Carrefour said 80 of its supermarkets were hit, while Monoprix, which operates about 490 stores in France, said 5 per cent of its stores were affected.
Les Mousquetaires, owner of retailer Intermarché, said fridges at about 150 of its stores were heated to 50 C overnight for six hours.
A spokesperson said staff discarded all affected food to eliminate health risks.
Paris resident Geert de Clercq witnessed staff at an Intermarché in central Paris throwing cartfuls of defrosted frozen food into a giant trash container, with molten ice cream sloshing out of broken tubs onto the street.
Cooperative U CEO Dominique Schelcher said his supermarket group had also been targeted.
Targeting equipment essential to the preservation of fresh products and to the food supply of the French people is of extreme gravity and is unprecedented," he wrote on X.
Food retailers E.Leclerc and Auchan did not respond to requests for comment.
There is no immediate estimate of industry-wide losses, but Intermarché CEO Thierry Cotillard told BFM TV the "unprecedented" attack would cause losses of "tens of millions of euros nationwide in a single day".
"This incident underlines the importance of resilience across the entire supply chain," said Christel Delberghe, director-general of the European retail association Eurocommerce.
