Okay i'm in no way done laughing at your project but let me offer some constructive criticism from what i've read so far:
1) The humour is awful even for a stoner flick and consistently falls flat. I don't know how to fix this one really, because you just aren't funny or creative enough to be able to write a comedy film. Maybe listen to some old O&A clips or something to get a feel for what funny bantering sounds like.
2) The product placement is off the charts. Part of GTA's charm (which regrettably seems to be your main inspiration) is that it is a world like our own but not quite. Nearly every page of this has some reference to real world products like "Nintendo" or "Uber" or "Pepsi". It's a pop culture mess. A lot of it needs cutting out, especially things that will date the film like recent movies and TV shows. You probably couldn't even license half the shit you've put in here.
3) I am guessing you are a teenager which is why you don't understand why this isn't working like you had hoped. Wake up call, production companies are not going to hand some nobody $5 million to make his meme film. Even 500K is an outrageous amount to ask for. You need to start from scratch and tone down your ambitions. Try making a five minute short to start, see how time consuming and elaborate the filmmaking process is. You can't expect to leap right into Hollywood (unless you're Max Landis).
