‘Russian breakfast’ could soon be on the menu

A ‘Russian breakfast’ featuring traditional national dishes could soon appear on menus at hotels, cafes, and restaurants across the country, under a proposal by Moscow’s Industry and Trade Ministry.

In a document published on Monday, the ministry notedthat hotels and restaurants typically offer international options, such as full English, continental, and French breakfasts, while largely overlooking local culinary traditions.

As a result, domestic tourists are often deprived of familiar morning meals, while foreign visitors have no opportunity to experience the country’s cuisine, the ministry said.

“This situation has a negative impact on tourism: Research shows that interest inlocal cuisine is one of the key factorspeople consider when choosing a country or region to visit,” it said.

“As a cultural and gastronomic phenomenon, the Russian breakfast does not merely exist – it is genuinely authentic and possesses clearly recognizable characteristics.”

The proposed menu could feature blini (thin pancakes), syrniki (pan-fried cottage cheese cakes), porridge, meat and fish dishes, and caviar. Suggested drinks include herbal teas, berry-based fruit beverages, and kvass, a fizzy fermented drink traditionally made from rye bread.

Participation would be voluntary, with establishments encouraged to expand their existing offerings rather than replacing international favorites.

The ministry also suggested creating a special ‘Russian breakfast’ emblem to help hotels, cafes, and restaurants identify and promote traditional dishes.

The initiative aims to showcase the country’s culinary heritage, attract tourists, and support domestic food producers.

Three people have been killed and 39 others injured, including a child, in a Ukrainian overnight drone raid on the southern Russian city of Voronezh, Governor Aleksandr Gusev has reported.

Most of the victims in the attack come from a single apartment block that was hit by a downed drone, the official said on Monday morning. Three of the injured people are in serious condition, he added.

Gusev said regional air defenses engaged 113 targets overnight, including 70 drones that were intercepted over the city.

A similar large-scale Ukrainian drone raid on Belgorod over the weekend killed two civilians and left 13 others wounded.

Kiev continues its long-range strikes on Russian cities amid renewed pressure from Washington to end its conflict with Moscow.

Last week,tech billionaire Elon Musk accused Vladimir Zelensky of abusing his Starlink satellite internet service to conduct strikes against civilians. The rebuke came after Zelensky complained about speed limitations imposed on Starlink terminals, which reportedly made them useless on fast-moving platforms.

Starlink reportedly operates only over the part of Russia that the US recognizes as Ukrainian territory. Zelensky has for years been lobbying Musk and the administration of US President Donald Trump to extend the coverage to other parts of the country, including after Washington renewed its efforts to find a resolution to the conflict.

Justice Department to deploy federal election monitors to Kentucky

LOUISVILLE, Ky. — The Department of Justice plans to send federal election monitors to Kentucky for the upcoming election.

The DOJ said it will deploy 1,000 election monitors and observers across the U.S., including Jefferson and Fayette counties.

Jefferson County Clerk David Yates, D-Louisville, said after meeting with other election officials on Monday that they believe state law prevents federal monitoring inside polling locations. On Election Day, they will need to remain at least 100 feet away from each polling site.

Yates said election officials in Fayette County and on the State Board of Elections share the same position.

“This isn’t about politics, and this isn’t about policies,” he said. “This position today that we hold is about protecting the rights of voters, respecting the law and maintaining the confidence in our election process.“

The Kentucky Secretary of State’s office was notified on Wednesday, Oct. 21, of the DOJ’s plans to be in the commonwealth in an email shared with Spectrum News. The letter said that monitors will observe, take notes and not interfere with the voting process.

“We will be in all 50 states, including Kentucky, doing the routine election monitoring the department has done for decades,” a DOJ spokesperson said.

Monitors will not be in uniforms or wear identifying pins. They are also not talk to voters inside polling places and won’t carry firearms, according to the letter.

“All monitors must meet the same legal and ethical requirements, including that they not interfere with the voting process,” according to the DOJ.

The Jefferson County Clerk’s Office sent a follow-up letter to the Justice Department Monday, informing them they’ve not received any “memorandum outlining the monitors’ legal authority and additional information about their intended activities.”

The ACLU of Kentucky expressed concern about the DOJ’s decision.

“We have seen no evidence presented that justifies an expanded federal presence in either of these counties. Voters deserve to know why these particular counties were selected, what these monitors will be authorized to do and how their presence will be kept from interfering with the voting process," said Eric King, communications director for ACLU-KY.

However, observing federal elections is not a new practice. Under President Joe Biden, the DOJ observed election proceedings in Jefferson and Kenton Counties in 2024.

“Those who conduct elections honestly and lawfully should welcome transparency and accountability,” said Richard Nelson, executive director of the Commonwealth Policy Center. “Regardless of which party controls the White House, election laws should be enforced fairly and consistently.”

Yates reminds voters that the monitors are civil DOJ employees and not federal law enforcement, and that speaking with them, if asked, is optional.

“Every voter has the right to cast a ballot free from threats, harassment, interference or intimidation,” Yates said. “Anyone who witnesses or experiences potential voter intimidation should immediately notify an election officer or contact our office at 502-574-6100.”

According to the DOJ, its observers will only be here on Election Day, and not during the state’s three days of early voting.

The FBI targeted Cloobeck's Beverly Hills mansion in connection with an investigation into disgraced former Rep. Eric Swalwell, D-Calif. Swalwell resigned from Congress and withdrew from the California gubernatorial race earlier this year after facing multiple accusations of sexual misconduct.

Law enforcement executed the raid at roughly 6 a.m. local time with at least two dozen agents participating. Authorities searched the massive property for several hours but offered no details about what they found.

Several people were taken out of the house in handcuffs, but they were all released soon after. Cloobeck was not at the residence at the time of the raid.

Cloobeck is a longtime supporter of Swalwell's political campaigns.

In August, the FBI searched Swalwell's D.C. home and seized his electronic devices at San Francisco International Airport during an operation. The operation was related to a probe into sexual misconduct, according to sources familiar with the incident. He was not arrested or detained.

Cloobeck was arrested earlier this year in an unrelated case, in which he faced charges of attempting to influence witnesses in a criminal case against his fiancée.

At least five women, including one former staffer, have accused Swalwell of sexual misconduct or rape.

Swalwell also faced renewed scrutiny earlier this week after the White House declassified documents related to an FBI probe into his relationship with Christine "Fang Fang" Fang, a suspected Chinese intelligence operative.

Swalwell told FBI agents he had "physical relations" with Fang on a handful of occasions, according to declassified FBI records released Monday by the White House.

Their last sexual encounter occurred in March 2015, according to Swalwell’s account in the FBI records.

The documents were released by the White House's new Government Transparency Task Force.

Swalwell was interviewed by the FBI first in May 2015 and later in March 2016 regarding his relationship with Fang.

Fang had suspected ties to China’s Ministry of State Security (MSS), and her parents were reportedly considered known Chinese intelligence officers.

The former lawmaker left office in April after being threatened with expulsion from the House before his exit. He spent 13 years as a member of Congress.

"I will fight the serious false allegations made against me," Swalwell wrote at the time of his resignation. "However, I must take responsibility and ownership for the mistakes I did make."

A-81 Reaches South Georgia

Some Antarctic icebergs linger close to home for decades, running aground near the ice shelves that spawned them or circling partway around the continent on coastal currents.

Others, like Iceberg A-81, make a faster exit, heading north out of the Weddell Sea along a route well-traveled by the region’s bergs.

Fast is relative, though. After breaking from the Brunt Ice Shelf in January 2023, the roughly 1,550-square-kilometer (600-square-mile) berg spent more than three years in the Weddell Sea, carried along the coast by the clockwise-flowing Weddell Gyre.

By May 2026, it reached the tip of the Antarctic Peninsula. It then moved north into the Scotia Sea, and by late October 2026, it approached the remote island of South Georgia in the South Atlantic Ocean, 2,300 kilometers (1,400 miles) north-northwest of the Brunt Ice Shelf.

This image, acquired by the MODIS (Moderate Resolution Imaging Spectroradiometer) on NASA’s Terra satellite, shows the berg on October 20.

In the days before, its progress slowed noticeably, and it appeared to be bumping along the edge of the island’s underwater shelf, according to Jan Lieser of Australia’s Bureau of Meteorology and Christopher Shuman of the University of Maryland (retired).

South Georgia has slowed and even stopped icebergs before. In 2025, for instance, Iceberg A-23A ran aground on the shelf and later broke apart.

Though Iceberg A-81 was a steadfast traveler once it broke free, it took its time in becoming an iceberg in the first place. For about 35 years, one of the Brunt Ice Shelf’s rifts known as Chasm 1 was relatively stable.

Then, around 2012, it began growing again, and by 2019, it was advancing quickly enough that a break seemed imminent. But the floating glacial ice held on for several more years until finally, in January 2023, the berg let go.

Calving is a normal part of the life cycle of ice shelves, but scientists keep a close eye on Brunt, which has recently shed several large icebergs in quick succession and is home to the British Antarctic Survey’s Halley Research Station, a major base for Earth, atmospheric, and space science research since the 1950s. Besides A-81, the ice shelf calved Iceberg A-74 from the North Rift in 2021 and Iceberg A-83 from the Halloween Crack in 2024.

A-74 has since broken up, while A-83 remains intact and is trailing A-81 northward, along with a handful of other icebergs that appear to be clearing out of the Weddell Sea.

“The ocean contains a diverse library of chemicals, and we’ve only just scratched its surface,” said William Fenical, PhD, Distinguished Professor emeritus at UC San Diego’s Scripps Institution of Oceanography. “These results are a powerful reminder that the solutions to some of our most challenging medical problems may be hiding in unexpected places.”

The researchers’ key findings were:

• Rutamycin B worked faster than the current standard treatment, reaching full strength within four hours versus 16 hours.

• The compound was 200 to 300 times more lethal to the parasite than to human cells.

• The compound works by shutting down an enzyme that the parasite uses to produce energy.

• When combined with the current standard treatment, the researchers found they could achieve the same results using as little as 3% to 10% of the original dose of rutamycin B.

Once upon a time, NASA’s Mars 2020 rover investigated the southern border of “Idubi,” an outcrop composed primarily of an igneous mineral geologists call olivine.

The rover’s “eyes” captured a very exciting geologic feature during its traverse — a contact between distinct rock types that could tell a story about the history of this region. This contact is clearly observed at a target named “Tinga.”

At “Tinga,” there are distinct geologic units in close contact with one another. The lowermost unit is likely a polymict (made of many types of rocks) breccia (made of angular clasts).

Breccia is generally formed by violent geologic processes such as an impact event — this breccia may have been formed by an impact similar to the one that created Jezero crater — or even Jezero itself!

See a recent rover blog post for more information on the potential breccia in this region.

However, breccia is only the first chapter in the story of our target “Tinga.”

The higher-standing, dark rocks could be associated with the nearby olivine-bearing unit at “Idubi,” which also appears to extend onto the plains beyond the Jezero crater rim.

These dark rocks at “Tinga” may be part of this olivine-bearing unit, or they may represent a part of the breccia that was heated, or “baked,” when it came in contact with the hot rocks of “Idubi.”

Further in situ investigation of this particular outcrop is needed to determine how the high-standing rocks we observe at this contact are related to this broader unit.

“Tinga” tells a tale about distinct geologic events that occurred just outside Jezero’s crater rim, and the Mars 2020 rover will continue to reveal Jezero’s origin story and exciting geologic history.
