I haven't seen all of his films, but since he didn't make too many you can probably start right at the beginning with Accattone.

It's impossible to grasp the magnificence of one of the most important artists and thinkers of XX century without understanding his context.

Study his life, read Scritti Corsari and his other essays, study Italy's political history of XX century and particularly the Years of Lead.

Then you can move to any of his films in whichever order you linke. The Gospel According to Matthew would be a good starting point.
Don't be the edgy teen who dives right into Salò without understanding it.

I would also suggest to avoid like the plague Ferrara's 2014 film, since it is an abomination and completely unrelated to anything that P.P.P. was.

Has Ferrara made anything good since the mid-90's? I haven't seen any of his newer work.
