You need to have Louis far into her story. (can't remember how far though) Then move Toyman into lexcorp defenses and keep him there. Visit Louis until she complains about someone looking at her. Then go to the defense room, get the toy heist, do that, go back to Toyman, then to Louis.

As for Audrey. Keep visiting the glamour slam and she will eventually flash you. After that keep visiting the glamour slam and talk to Rulette. Then eventually you get to kidnap her, but other then the flash, there no other Audrey content.

IMO You are correct. This game isn't based on the traditional 'trainer game.' It is based on the JLU episode "Grudge Match" with dancing and sex replacing cage fighting, complete with mind control devices that makes the women forget what they did the night before.

It's just because of the order of development. The cell stuff came up far, far into development and the glamour slam and meta bordello stuff was already well into development. I'm fine with the order, and using them being returned there as a threat to help break them, it makes sense. Luther makes his money, gets bored, and decides to start breaking the girls one-on-one.
