The cost of these specialized plans for 10 gb are half the price of Vodafone's price for the same 10GB but for everything.

The FCC Title II network neutrality rules are established through "forbearance". This basically means that not all of Title II applies. Because of "forbearance", these rules are not applied.
They were only the rules dealing with common carriage, peering disputes, etc.
